The South Terrace, Douro Road roundabout area of South Fremantle is in need of resurfacing, traffic calming modifications and pedestrian safety enhancements. We'd like to hear from you.

The City has received funding from the Metropolitan Regional Road Group (MRRG) to resurface key segments of road in South Fremantle, including the busy intersection of South Terrace, Douro Road and Marine Terrace. This area connects the community to South Beach, North Coogee, Wilson Park, cafes, shops, hospitality venues and other amenities and has been flagged by the community and the City as an area of high priority for road safety amendments.

In addition to the road resurfacing, City officers from the City's Infrastructure team have devised a proposed concept for the area that aims to prioritise pedestrian safety and accessibility, encourage slower speeds and enhancing the streetscape. To improve safety for pedestrians and road users, as well as to promote active transportation, the proposed design includes the creation of formalised, compliant pedestrian crossings and refuges on Marine Terrace, Douro Road and South Terrace, footpath widening and new curbing adjacent to the roundabout. These works are designed to calm traffic and create visible, safe and formalised crossings for pedestrians, as well as create opportunities for new native plantings, street trees and community infrastructure to welcome locals and visitors into the Wilson Park/South Beach precinct.

How can the community influence the project?

We are asking the public to:

  • Contribute local knowledge and insight on pedestrian, cycling, and driver activity in the project area (Marine Terrace, Douro Road, South Terrace roundabout area).
  • Review the Key Documents and Frequently Asked Questions.
  • Identify key pedestrian movements, pinch points, accessibility and safety issues as well as opportunities via our Interactive Map.
  • Share feedback on proposed road modifications and pedestrian enhancements via the Survey.

How can you meet with City Officers to discuss the proposed upgrades and your feedback?

  • Attend the drop-in session: Drop-in sessions allow the public to meet with City staff to ask questions about the project, seek clarification and guidance on how to best submit feedback.   • Book a 1:1 or group meeting with City officers by emailing communityengagement@fremantle.wa.gov.au. Staff meetings are subject to availability and scheduling. Group meetings will be capped to 10 people at a time.

    The City's Infrastructure Team has designed a concept plan for the project area that features the introduction of a raised red asphalt plateau, new curbing, widened footpaths, and formalised compliant pedestrian crossings and refuges. The proposed modifications include the immediate approaches to the roundabout from Marine Terrace, South Terrace, as well as a segment of Douro Road and Marine Terrace.

    Beaconsfield Primary School has worked with Your Move / Department of Transport to create the “Safe Routes to School Access Guide.”

    Douro Road is designated as one of the school routes, including the busy intersection with Chester Street and falls within the project area and proposed works that seek to increase pedestrian, cyclist and driver safety. Discussions with the school community and the City staff were an important factor in deciding where and how to implement traffic calming on Douro Road.

    Between November 2023 to February 2024 the City of Fremantle conducted a community engagement initiative for two key infrastructure policies - road safety and traffic calming - united under the campaign theme "Safe & Functional Streets". The Safe and Functional Streets Engagement Report, a culmination of vital contributions from community discussions and feedback, was unanimously approved at the Ordinary Council Meeting on July 24, 2024.

    The South Terrace Duoro Road project falls within the scope and direction of the City’s "Safe & Functional Streets” initiative, aiming to:

    • Enhance road safety for all road users, including pedestrians and cyclists.
    • Reduce vehicle speeds to make streets safer and more attractive.
    • Improve the functionality of streets, which can include elements like efficient traffic flow and better accessibility for residents and businesses.

    The South Terrace Duoro Road project aims to implement solutions with strategic, long-term thinking and guidance that speaks to the City of Fremantle’s 2024-2034 Strategic Community Plan.

    The City's 2024-2034 Strategic Community Plan is the City’s most significant guiding document and establishes the community’s long-term aspirations and vision for Fremantle’s future. The Plan drives the City’s planning, budgeting, resource allocation and service delivery over the next decade, and was developed in direct collaboration with people who live, work, and play in Fremantle. This project meets a number of key focus areas set out by the community - most importantly that Fremantle is a Liveable City that fosters "socially connected neighbourhoods" and "is easy and safe for pedestrians and cyclists to move within neighbourhoods and between key destinations and precincts."
