In addition to the recent resurfacing and pedestrian movement works at the South Terrace and Douro Road intersection, the City is now seeking community feedback on proposed designs for two pedestrian crossings at the roundabout in this area.
Share your thoughts on the design concept, noting there will be impacts to parking and tree removal should this design be adopted.

The roundabout intersection of South Terrace and Douro Road has been identified by the community, Elected Members, and the City as a high-priority location for the safe movement of pedestrians. This area provides an important connection to South Beach, Wilson Park, North Coogee and a range of cafes, shops, hospitality venues, and other amenities.

Initial consultation on the South Terrace and Douro Road Pedestrian Movement & Road Resurfacing project was undertaken in late 2025. As part of this project, road resurfacing works are now underway.

Based on community feedback gathered from the previous project, as well as input captured via a Town Teams funded All Roads Lead to the Roundabout community project, and discussions with Elected Members, City officers have now developed a proposed concept design for two formalised pedestrian crossings at the roundabout.

The proposed concept design is now open for community feedback. Based on risks and concerns identified via an independent Road Safety Audit, it's important to note that the current concept design may result in:

  • The loss of up to two parking bays on South Terrace to accommodate the proposed crossing and associated sightline and safety requirements.
  • The potential loss of two established Norfolk pines, six additional street trees and other vegetation due to sightline requirements.

How can the community influence the decision?

We are asking the public to:

  • Review the revised concept via the Key Documents and Frequently Asked Questions.
  • Share feedback on proposed pedestrian crossing locations and potential impacts via the Survey on this project page.

All feedback received during this engagement period will be reviewed before a final design is considered by Council. We invite the community to share feedback on the amended concept design and subsequent impacts of potential tree removal on Douro Road and removal of parking bays on South Terrace.

How can you meet with City Officers to discuss the proposed upgrades and your feedback?

  • Book a 1:1 or group meeting with City officers by emailing communityengagement@fremantle.wa.gov.au. Staff meetings are subject to availability and scheduling. Group meetings will be capped to 10 people at a time.
  • City officers will also undertake a process of targeted engagement with local businesses in the project area who may be affected by proposed changes to existing parking and wombat crossing locations.

City Officers aim to:

  • Provide ongoing, clear information to the community regarding Council decisions and any updates on proposed works.
  • Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the project.
  • Inform the public on how to make future requests and work with the City of Fremantle to increase neighbourhood road safety.
