Have your say on the Draft Community Safety and Crime Prevention Plan 2026–2031

The City of Fremantle has developed a Draft Community Safety and Crime Prevention Plan 2026–2031 to guide how the City will work with the community, WA Police and other partners to support a safe, welcoming and inclusive Fremantle. At the 12 August 2026 Ordinary Council Meeting, Council endorsed the draft Plan for public comment.

The draft Plan has been informed by community feedback gathered during the first phase of engagement in 2025, alongside crime and safety data, research and input from key stakeholders. It sets out the City's priorities and actions for the next five years, recognising the different roles of local government, WA Police, State Government, service providers, businesses and the wider community in improving community safety.

A key focus of the Plan is recognising that community safety is a shared responsibility. It sets out where the City can take direct action, where other agencies have responsibility, and where the City can advocate and work with partners including WA Police, State Government, service providers, businesses and the community.

The Draft Community Safety and Crime Prevention Plan 2026–2031 is now open for public comment.

We want to know whether the draft Plan reflects the priorities and issues raised by the community, and whether anything should be changed or strengthened before it is finalised.

This is the second and final phase of community engagement. Following this public comment period, feedback will be reviewed and the Plan will return to Council for final consideration and adoption.

We are asking the community to:

  • View the Draft Community Safety and Crime Prevention Plan 2026–2031 via the Key Documents section below.
  • Share your feedback via the Draft Community Safety and Crime Prevention Plan 2026–2031 Survey.
  • Request a 1:1 meeting with City staff to discuss the draft Plan before submitting your feedback. Please note requests are subject to staff availability and scheduling.

The City of Fremantle is updating its Community Safety and Crime Prevention Plan (CSCP) to guide priorities and actions over the next five years. We invite you to be part of this important conversation as we shape a safer Fremantle for everyone.

The City is seeking people who live, work, or play in Fremantle to share their thoughts and experiences to help update the City’s Community Safety and Crime Prevention Plan to reflect the needs of the community and the evolving urban and social environment. The updated Plan will guide the City’s approach to community safety and crime prevention from 2025 onwards, setting clear priorities and outlining actions the City can lead, facilitate, or advocate for—particularly where responsibility lies beyond local government.

The purpose of the CSCP is to set priorities for community safety and crime prevention for the next five years across the City of Fremantle. This includes actions the City can lead and facilitate or advocate for where control sits outside local government. This refresh ensures the CSCP aligns with current community expectations, emerging crime trends, and ongoing collaborative efforts. The updated plan will build on previous work and outline how the City can lead, support, or advocate for initiatives that promote safety across our neighbourhoods and public spaces.

As a vibrant destination that attracts a diverse mix of residents and visitors of all ages, Fremantle presents both unique opportunities and challenges in the area of safety. While local government plays an important role, Community safety and crime prevention are complex issues, and many aspects are not under the City's control. Creating a safe and welcoming community is a shared responsibility—requiring strong partnerships with state agencies, local organisations, and the community. The CSCP project also supports the goals of the Strategic Community Plan 2024–2034, which envisions Fremantle as a place where people feel safe, linger in public spaces, and enjoy a city that’s active and inclusive day and night.

The Community Safety and Crime Prevention Plan seeks to

  • Identify community concerns around anti-social behaviour, perceptions around safety, and the visibility and accessibility of the City’s safety services.
  • Understand what the community sees as key priorities. E.g. increased patrols, stronger partnerships, more cameras, or better urban design.
  • Educate the community on the role of local government in this area and how to best access crime prevention and community safety resources.
  • Renew and refresh the Community Safey & Crime Prevention plan to meet the needs of the Fremantle community and align with other obligations required of the City.

    The City of Fremantle is preparing a refreshed and updated Community Safety & Crime Prevention Plan (CSCP) that aims to address community safety concerns, track changes and provide collaborative strategies to improve crime management, mitigation and prevention.

    We are asking the public to: 

    • Find out about the City's community safety resources and crime prevention strategy by reading the FAQs and Key Documents.
    • Submit your input by completing the Community Safety & Crime Prevention Plan Survey.
    • Contribute feedback on what's working and what could be done differently.
    • Provide best practice examples of community safety and crime prevention strategy from other local governments or entities. 
    • Request to meet with city staff to discuss your thoughts on the CSCP via a 1:1, group meeting, or community precinct meeting (details on the main page).
