The City of Fremantle is updating its Community Safety and Crime Prevention Plan (CSCP) to guide priorities and actions over the next five years. We invite you to be part of this important conversation as we shape a safer Fremantle for everyone.

The City is seeking people who live, work, or play in Fremantle to share their thoughts and experiences to help update the City’s Community Safety and Crime Prevention Plan to reflect the needs of the community and the evolving urban and social environment. The updated Plan will guide the City’s approach to community safety and crime prevention from 2025 onwards, setting clear priorities and outlining actions the City can lead, facilitate, or advocate for—particularly where responsibility lies beyond local government.

The purpose of the CSCP is to set priorities for community safety and crime prevention for the next five years across the City of Fremantle. This includes actions the City can lead and facilitate or advocate for where control sits outside local government. This refresh ensures the CSCP aligns with current community expectations, emerging crime trends, and ongoing collaborative efforts. The updated plan will build on previous work and outline how the City can lead, support, or advocate for initiatives that promote safety across our neighbourhoods and public spaces.

As a vibrant destination that attracts a diverse mix of residents and visitors of all ages, Fremantle presents both unique opportunities and challenges in the area of safety. While local government plays an important role, Community safety and crime prevention are complex issues, and many aspects are not under the City's control. Creating a safe and welcoming community is a shared responsibility—requiring strong partnerships with state agencies, local organisations, and the community. The CSCP project also supports the goals of the Strategic Community Plan 2024–2034, which envisions Fremantle as a place where people feel safe, linger in public spaces, and enjoy a city that’s active and inclusive day and night.

The Community Safety and Crime Prevention Plan seeks to

  • Identify community concerns around anti-social behaviour, perceptions around safety, and the visibility and accessibility of the City’s safety services.
  • Understand what the community sees as key priorities. E.g. increased patrols, stronger partnerships, more cameras, or better urban design.
  • Educate the community on the role of local government in this area and how to best access crime prevention and community safety resources.
  • Renew and refresh the Community Safey & Crime Prevention plan to meet the needs of the Fremantle community and align with other obligations required of the City.

We are asking the public to:

  • Find out about the City's community safety resources and crime prevention strategy by reading the FAQs and Key Documents.
  • Submit your input by completing the Community Safety & Crime Prevention Plan Survey.
  • Contribute feedback on what's working and what could be done differently.
  • Provide best practice examples of community safety and crime prevention strategy from other local governments or entities.

How can I meet to discuss my feedback and share my experience?

You can request to meet with city staff to discuss your thoughts on crime and community safety via a 1:1 meeting, group meeting or attend a community precinct meeting.

  • Attend a precinct meeting: The City's volunteer run community precinct groups will be hosting meetings for residents to share their feedback and experiences with City staff.   • Attend a drop-in session: Drop-in sessions allow the public to meet with City staff to ask questions about the project, seek clarification and guidance on how to best submit feedback.     The updated City of Fremantle Community Safety & Crime Prevention Plan aims to implement solutions with strategic, long-term thinking and guidance that speaks to the City of Fremantle’s 2024-2034 Strategic Community Plan. The new plan will reaffirm the City's commitments to the community from its 2024-2034 SCP, especially the following key focus areas:

    • Resilient City: A resilient city that plans for the future and is empowered to action.
    • Inclusive City: an inclusive city that welcomes, celebrates and cares for all people, cultures and abilities.

    The City's 2024-2034 Strategic Community Plan is the City’s most significant guiding document and establishes the community’s long-term aspirations and vision for Fremantle’s future. The Plan drives the City’s planning, budgeting, resource allocation and service delivery over the next decade, and was developed in direct collaboration with people who live, work, and play in Fremantle. This project meets a number of key focus areas set out by the community - most importantly that Fremantle is a "Resilient City", where "the City’s facilities are functional and fit for purpose and contribute to improving community well-being" that fosters "strong partnerships with relevant State Government agencies and service providers," and a "Inclusive City" that provides "a safe and accessible community for all abilities ."
