In celebration and recognition of WA Bike Month, City officers are asking the public to identify key areas where new bike racks could be installed within the city centre, as well as encouraging more cycling in Fremantle by increasing safe areas to park bicycles.

Improved access to safe bike racks in Fremantle not only benefits cyclists but also has the potential to:

  • Reduce informal bike locking and declutter city streets.
  • Avoid an ad-hoc approach to where future bikes are installed.
  • Increase security, safety, and convenience for bike users.
  • Reduce bicycle vandalism.
  • Improve footfall and movement within the centre of Fremantle.
  • Encourage cycling use, support inner-city businesses, and facilitate community bonding.

Alongside community feedback gathered during this engagement process, the planning and implementation of new bike racks in the city centre will also be guided by the City's Integrated Transport Strategy (2015) and the 2019-2024 Bike Plan.

It is important to note that this City Centre Bike Rack project does not include the scope to include changes to other types of cycling infrastructure or policy in Fremantle. City Officers will soon be conducting an internal review into the current Bike Plan, due to expire at the end of 2024, and will conduct extensive engagement with the community on any next steps.   • Share your thoughts on existing and future bicycle infrastructure in Fremantle by completing the City Bike Rack Survey.
  • Plot key areas for new bicycle parking, as well as current issues with bike infrastructure in the city centre through our Interactive Map.

Share your feedback at the City Centre Cycle Fair!

The City has partnered with WestCycle and the RAC to host a cycle fair in Walyalup Koort as part of WA Bike Month events. The City's Community Engagement Team will be collecting feedback for this project at the event.

Join the festivities and shift your cycling skills up a gear at the City Centre Cycle Fair Event:

  • When: Sunday October 27
  • Where: Walyalup Koort, Fremantle
  • Time: 9:00am - 12:00pm
  • Cost: Free

  • Inform the public on how to make future requests and work with the City of Fremantle to improve bicycle infrastructure.
  • Implement solutions with strategic, long-term thinking and guidance that speaks to the City of Fremantle’s 2024-2034 Strategic Community Plan, 2019-2024 Bike Plan and Integrated Transport Strategy, as well as the City’s asset renewal program related to footpaths, street lighting, and other amenities.
  • Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the project.
  • Work with you to ensure that your concerns and aspirations are noted, and provide clarity on questions that may arise.

    The City Centre Bike Rack project directly speaks to Fremantle's 2019-2024 Bike Plan.

    The purpose of the Fremantle 2019-2024 Bike Plan is to establish the long-term bike network and set priorities for bike infrastructure projects, programs and promotional activities for a 5-year period. The Bike plan also formalises the methods to be used to measure changes in rider volume over time. The Bike Plan identifies two primary approaches to increasing cycling rates: Hard Infrastructure (such as bicycle racks) & Soft Infrastructure.

    The CBD Bike Rack project takes into consideration the aims and directions laid out in the City's Integrated Strategy, published in 2015.

    The City of Fremantle’s Integrated Transport Strategy takes into consideration the draft Public Transport Plan for Perth in 2031, State Planning Policy 4.2 - Activity Centres for Perth and Peel, the Department of Transport’s TransPriority initiative and the Perth Freight Network Plan.

    Between November 2023 to February 2024 the City of Fremantle conducted a community engagement initiative for two key infrastructure policies - road safety and traffic calming - united under the campaign theme "Safe & Functional Streets". The Safe and Functional Streets Engagement Report, a culmination of vital contributions from community discussions and feedback, was unanimously approved at the Ordinary Council Meeting on July 24, 2024.

    With the aim of working alongside the community to improve access to bike racks in Fremantle’s City centre, the CBD Bike Rack project also falls within the scope and direction of the City’s "Safe & Functional Streets” initiative.

    The City Centre Bike Rack project aims to implement solutions with strategic, long-term thinking and guidance that speaks to the City of Fremantle’s 2024-2034 Strategic Community Plan, as well as the City’s asset renewal program related to footpaths, street lighting, and other amenities.

    The City's 2024-2034 Strategic Community Plan is the City’s most significant guiding document and establishes the community’s long-term aspirations and vision for Fremantle’s future. The Plan drives the City’s planning, budgeting, resource allocation and service delivery over the next decade, and was developed in direct collaboration with people who live, work, and play in Fremantle. This project meets a number of key focus areas set out by the community - most importantly that Fremantle is a "Liveable City that is vibrant, socially connected and desirable" and a "Resilient City that plans for the future and is empowered to take action."
