Draft Strategic Community Plan Now Open for Final Public Comment
After extensive engagement with people who live, work, and play in the City of Fremantle, the draft Strategic Community Plan (SCP) is now ready for public comment. You can read and review the draft SCP on the City's MySay page before submitting your final feedback on the document.
Feedback, comments, and ideas provided by the community through our Let's Talk, Freo! public engagement program have been incorporated into the draft SCP. We thank you for your participation in helping shape this important, visionary document.
The public comment period will close 27 April 2024.

Next Steps
Your feedback will help us put the final touches on the language inside the draft document, and make sure we haven't missed anything before the SCP is adopted. City officers will review the last pieces of feedback on the draft SCP, and then send back to Council for final adoption.

What are we doing?
We are conducting a comprehensive review of our Strategic Community Plan (SCP) and want to share the journey with our community.
The Strategic Community Plan is the City’s most significant guiding document and establishes the community’s vision for Fremantle’s future, over a 10-year horizon.
Why is this important?
The future of Freo is literally in our hands! Fremantle is on the cusp of an exciting and transformative era, yet there are still plenty of challenges facing our historic harbourside city; homelessness, gentrification, recovery from the impacts of COVID-19, protection of our living heritage and the potential loss of our working port.
There is a lot to unpack and discuss to ensure we have a strong community plan and vision for Fremantle. We want to reach and include you all on this exciting journey, so to capture your thoughts we have launched our Let's Talk, Freo engagement program.
'Let's Talk, Freo' in a nutshell
Essentially the Let's Talk, Freo engagement program will capture all of our conversations and feedback from you to help shape the direction of the City’s Strategic Community Plan.
Over the next three months, we are inviting you to consider and debate the six hot button topics below:
- Creative City: Freo is WA’s creative heart, a recognised hub for artists and creatives. How can we stay that way?
- Learning City: Fremantle is a place to learn. How do we leverage our unique advantage? How do we ensure our learning pathways and education facilities remain accessible for all?
- Living in your local area: What is your local area? If it grows by 20% over 20 years, what needs to change?
- Future of our City Centre: What’s unique about our City centre and what do we need to enable it to flourish?
- Climate Future: What would an increase in temperature of 2–3 degrees mean for our City? As a community, how do we decrease risk, build resilience and prepare for more extreme weather events?
- Jobs for the future: How do we build a competitive and innovative workforce? What skills do we need to drive Fremantle’s future and create job opportunities?
Of course, these themes are fluid in nature, and we encourage our community to add their ideas and dialogue even if it's outside the scope of the six themes presented.

How did we develop these themes and the approach to our engagement?
Over the past year, the SCP project team, City staff, and Working Group have been busy co-designing a series of “Courageous Conversations” with our community. Throughout our initial engagement exercises the topics of conversation were linked to the key themes.
A series of workshops were conducted, both in-house with City Staff and externally with key stakeholders and community representatives to test the themes.
What will we be doing?
We're talking with a wide range of community leaders, business operators, artists, young people, mums and dads, seniors, local groups and organisations to prepare for our broader community engagement exercise. You will see us popping up around Fremantle providing you with an opportunity to connect and chat with us.

There will be lots of opportunity for you to have your say and we are excited to be sharing this journey with you!
