We asked you to share your views on the proposed traffic calming options for Collick Street in Hilton - if you support narrowing the traffic lanes by installing a central median level to the road with trees planted in the middle or speed bumps, and why.


Consultation on the proposed options has now closed. Project updates are provided below.


The City of Fremantle is investigating traffic calming in Collick Street, Hilton.

We have gathered data that indicates Collick Street will benefit from traffic calming to slow vehicles to the 50km speed limit, reduce the severity of accidents, reduce traffic noise, and generally improve the livability of the street.

Two options being considered by the City were presented to the community for feedback.

Thank you to everyone who responded to our survey on proposed traffic calming options for Collick Street in Hilton. The community engagement concluded on 23 April 2018.

We asked for feedback on the two options and your preference. We were also keen to understand the reasons for your preferred option.

87 people completed the survey on My Say Freo; here's a summary of the responses:

  • Option 1, which proposes to narrow Collick Street by installing a central median and adding new street trees was preferred by most respondents (84%). When asked why they preferred option 1, 42% of respondents said it would enhance the streetscape. Other common reasons for preferring option 1 was a dislike of speed bumps and a belief that it would be more effective in reducing speed over option 2.
  • 5% of people indicated speed humps (option 2) as their preferred treatment. When asked to explain their reasons for preferring option 2, half said that would not like to see Collick Street narrowed anyfurther and the other half said that calming should be extended along Collick Street between Holmes Place and Joslin Street, because this is where they believed most of the speeding occurs.
  • Neither option 1 or 2 was considered suitable by 11.5 % of respondents. When asked why, the most common reasons were a belief that neither option would be effective in slowing traffic, there is no need to calm Collick Street or lack of provision in either option to make the road safer for cyclists.
  • 95% of the respondents indicated that they lived on Collick or adjacent streets in Hilton. Collick Street residents were most highly represented in the survey sample, and accounted for 38% of respondents.

What happens next?

A report will be presented to the Finance Policy Operations and Legislation Committee on Wednesday 9 May. The report recommends Option 1 will provide the most suitable solution to enhancing the safety and streetscape to this section of Collick Street and contribute to the City's Urban Forest Strategy.

The report also notes while Collick Street is not currently on the bicycle network, there is the possibility that the section between Winterfold Road and SumptonStreet will be considered for widening for the addition of a bicycle lane as part of the City’s review for the next ‘Local Bicycle Plan(2019-2023). This would further enhance the traffic calming proposal recommended.

Following consideration by FPOL Committee, the proposal will be presented to council on 23 May 2018.

  • Council approves amended 'Option 1' traffic calming proposal

    At the meeting on 23 May 2018 Council agreed to approve an amended traffic calming proposal for Collick Street. 'Option 1' for Collick Street from Joslin Street, south to the intersection at Sumpton Street was approved but the section of Collick Street between Sumpton Street and Winterfold Road will not be included for now, on the understanding that the City will seek to traffic calm the remaining section of Collick Street in a way that maintains and enhances bike connectivity on Collick Street between Sumpton St and Winterfold Road. The City will seek to implement this as "Stage 2" of the project through the reviewed Bike Plan and subject to attaining suitable funding.

    In explaining the reason for Council's amendment to the proposal, the council minutes state:

    The section of Collick St between Sumpton St and Winterfold Rd forms an important connection for cyclists between destinations to the west (Beaconsfield and Fremantle) and destinations to the south and east (such as Hamilton Hill, Samson and Murdoch University). For this reason it formed part of the old Perth Bicycle Network and features as part of the City of Fremantle Local Bicycle Plan (2014-2018) network. It is especially important that the traffic calming treatments applied to this section of Collick St not compromise the safety and amenity of cyclists.


  • Committee endorses community preferred option

    At its meeting on Wednesday 9 May 2018, the Finance Policy Operations and Legislation Committee approved Option 1 for Collick Street between Winterfold Road and Joslin Street. The scheme will reduce the vehicle lanes from 3.7m to 3.0m, allowing a 1.4m central median to be installed with 27 new trees.

    The report will go to council on 23 May 2018 for final approval.
