The City of Fremantle has received a development proposal for a six storey Mixed Use Development.(Amended Plans Received)


The application proposes to redevelop the existing Woolstores Shopping Centre and to construct a new six (6) level mixed use building at 28 (Lot 1) Cantonment Street and 1-6/20 Elder Place, Fremantle which includes:

  • Basement car park accessed from Elder Place to accommodate parking for hotel, retail, childcare, end of trip facilities and loading and services;
  • Ground level retail tenancies (supermarket and specialty stores), office lobby and hotel lobby;
  • First Level office and hotel amenities, child care centre, parking;
  • 141 hotel rooms over levels 2- 5;
  • Police Station offices and parking over five levels.

On 7 February 2020 the applicant submitted amended proposal plans to include the six commercial tenancies at the corner of Queen Street and Elder Place in the overall development in addition to minor modifications.

    At the Council meeting of 25 March 2020 this application was recommended for approval subject to conditions. It was referred to the Metro South West Joint Development Assessment Panel (JDAP) for a final decision.     The recommendation was then considered by the Metro South-West Joint Development Assessment Panel at the meeting of 7 April 2020.     Attending Committee or Council

    After the proposal is considered by the Planning Committee/Council, the application will be determined by the Joint Development Assessment Panel (JDAP). The JDAP meeting will be held on Tuesday 7 April 2020 at the Fremantle offices, Fremantle Oval 70 Parry Street Fremantle commencing at 9.30am.
