The City of Fremantle has received a development proposal for a six storey Mixed Use Development.(Amended Plans Received)


The application proposes to redevelop the existing Woolstores Shopping Centre and to construct a new six (6) level mixed use building at 28 (Lot 1) Cantonment Street and 1-6/20 Elder Place, Fremantle which includes:

  • Basement car park accessed from Elder Place to accommodate parking for hotel, retail, childcare, end of trip facilities and loading and services;
  • Ground level retail tenancies (supermarket and specialty stores), office lobby and hotel lobby;
  • First Level office and hotel amenities, child care centre, parking;
  • 141 hotel rooms over levels 2- 5;
  • Police Station offices and parking over five levels.

On 7 February 2020 the applicant submitted amended proposal plans to include the six commercial tenancies at the corner of Queen Street and Elder Place in the overall development in addition to minor modifications.

    This development application is going to Council on Wednesday 25 March 2020, 6.00pm at North Fremantle Community Hall, 2 Thompson Rd North Fremantle.

    Attending Committee or Council

    Members of the public are welcome to ask a question, make a statement or just observe the proceedings at open meetings.


    The opportunity to address the Committee on the proposal is limited to a maximum of three minutes. You must register your intent to speak at Planning Committee with the minute secretary:

    • In person before 5.50pm on the day of the meeting, or
    • By email planning@fremantle.wa.gov.au or phone 1300 693 736 prior to 3.00pm on the day of the meeting.

    With the recent developments and the impact Novel Coronavirus (COVID-19) has had globally, the safety and wellbeing of City of Fremantle staff and community remains the City’s highest priority. With this in mind, whilst the Council meeting is open to the public and you may attend and address the Council if you wish, in the current circumstances if you have any further comments that you wish to make to the Council we would encourage you to consider providing these comments in writing instead of attending the meeting in person. If you choose to do this, the CEO will read your comments out at the Meeting during the normal public question time.
