South Tce & Marine Tce Pedestrian Movement (South Fremantle)
City officers are exploring ways to improve pedestrian crossing points along South Terrace and Marine Terrace in South Fremantle.
Share your experience, feedback, and local knowledge for this patch of South Fremantle. Your input will help the City determine the type of pedestrian enhancements that could be implemented along the street, subject to future funding.
At the Ordinary Meeting of Council held on 12 November 2025, Cr Jemima Williamson-Wong presented a petition, on behalf of South Fremantle resident Rupert McCracken, signed by approximately 900 residents and visitors, requesting the following: That Council install multiple zebra crossings in South Fremantle, to provide safe locations for pedestrians to cross South Terrace, Douro Road, and Marine Terrace. The petition was accepted by the Chief Executive Officer, to be addressed by relevant officers.
In response to this petition, City officers have developed this engagement program to capture your feedback and determine where new pedestrian crossing should be installed based on user behaviour, and the types of pedestrian crossings that would be allowed within the constraints of the local road as well as Main Roads WA guidelines. This could include interventions like zebra or wombat crossings; however, this has not been confirmed.
If you live, play or travel through this bustling section of South Fremantle, we want to understand the key movements, pinch points, and issues you face as a pedestrian in this local area.
Your feedback is important to ensure any future pedestrian crossings reflect the diversity of our community and cater to the needs of all pedestrians including older residents, people with mobility or vision impairments, parents with prams, school children and tourists.
It's important to note that any new pedestrian interventions in this area have yet to be funded. As part of the City’s financial planning process, all verified project proposals relating to traffic calming will be formulated into projects and programs of work for inclusion into the City’s forward works 10 Year Plan for consideration and approval as part of the annual budget process.

How can you meet with City Officers to discuss the proposed upgrades and your feedback?
- Attend the drop-in session: Drop-in sessions allow the public to meet with City staff to ask questions about the project, seek clarification and guidance on how to best submit feedback. - Book a 1:1 or group meeting with City officers by emailing communityengagement@fremantle.wa.gov.au. Staff meetings are subject to availability and scheduling. Group meetings will be capped to 10 people at a time.

City Officers aim to:
- Collect feedback on key movement and activity and note where further improvements to the South Fremantle project area could be made if more funding becomes available.
- Provide ongoing, clear information to the community regarding the project timeline and any updates on scheduled works.
- Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the project.
- Inform the public on how to make future requests and work with the City of Fremantle to increase neighbourhood road safety.
