South Fremantle’s Heritage is an integral part of our city’s identity and part of our point of difference. Alongside Fremantle’s many unique and highly significant individual heritage places, we are also fortunate to have in South Fremantle a large concentration of houses, bungalows, terraces, duplexes, cottages, commercial buildings and industrial buildings that all contribute to the character of South Fremantle and its streetscapes and contribute significantly to what makes Fremantle, Fremantle.

Summary of Project

The City of Fremantle is seeking comments until 5pm on 27 June 2025 on consideration of the following changes consistent with current legislative requirements of the Planning Regulations and the Heritage Act 2018:

  • amending the boundaries of the existing South Fremantle Heritage Area;
  • nominating a list of properties considered to contribute to the cultural significance of the area (“contributory properties”);
  • adding properties to the Heritage List;
  • removing properties to the Heritage List;
  • changing management categories within the area.

Importantly, many properties in this area already have heritage protection by virtue of being in the South Fremantle Heritage Area. Currently, however, the level of heritage protection (in terms of the Heritage Area) is only identified when a development (planning) application is submitted. The proposed amendments seek to identify the level of heritage contribution upfront and thereby provide more certainty for owners and residents.

How to check if your property is affected

Properties within the area may be affected by one or more of the following proposals and the adjacent link is where you can check the recommendations for your individual property:

As part of this, new Local Planning Policy 3.6.1: Heritage Area Listings is being introduced to include the map, statement of significance, and list of contributory properties (where such investigation has occurred) for every heritage area within the City. This information (except for the list of contributory properties for South Fremantle) currently exists as part of LPP 3.6: Heritage Areas but is proposed to be relocated to its own policy.

A full list of recommended contributory properties, inclusive of properties already on the Heritage List, can be found in draft LPP 3.6.1: Heritage Area Listings. Note that if your property is currently individually listed and is not proposed for removal, it is also considered to be "contributory" and therefore included in LPP 3.6.1.

Other Local Planning Policy Changes

Relatedly, several heritage local planning policies are proposed to be amended as part of a concurrent but separate consultation, which can be found here. These policies include:

  • Amendments to LPP 3.6: Heritage Areas to include expanded assessment criteria for individually listed properties and all properties within Heritage Areas.
  • Amendments to LPP 1.6: Heritage Assessment and Protection to consolidate the City’s internal heritage procedures into a single policy.
  • Amendments to LPP 1.7: Development Exempt from Approval Under Local Planning Scheme No. 4 to match the exemptions with the new policy provisions within LPP 3.6 above.

Summary of This Engagement

As we come to the conclusion of the Review of the South Fremantle Heritage Area and Update of Heritage Listings project we invite your comments regarding the following proposed changes:

  1. Places proposed to be added to the Heritage List
  2. Places proposed to be removed from the Heritage List
  3. Places with a proposed Management Category change
  4. Draft LPP 3.6.1: Heritage Areas Listings - a new policy for recording the state-required information on Heritage Areas
  5. South Fremantle Heritage Area Review – proposed changes to map area
  6. Places proposed to be designated as Contributory Places in the South Fremantle Heritage Area

Previous Engagement

During September and October 2023 we undertook an engagement project with the purpose of:

  1. Informing the community about the project and to provide up to date information about the heritage listings that are relevant to Fremantle.
  2. Gaining an understanding of what the community values in terms of heritage within the South Fremantle Heritage Area.
  3. Inviting the community to contribute information to their heritage place record.

During May and June 2024 we undertook an engagement project with the purpose of:

  1. Providing heritage listing and heritage area information to individual place owners and occupiers upon request
  2. Providing the opportunity to individual owners to meet with a heritage officer
  3. Inviting comment from affected landowners and occupiers on the proposed modifications to the Local Heritage Survey (LHS) and Heritage List, and the recommended contributory and non-contributory places for the South Fremantle Heritage Area
