The City is seeking your comments on these two Local Planning Policies.
At the 8 April 2026 Ordinary Council Meeting amendments to the following local planning policies were endorsed by Council for advertising:
Local Planning Policy 2.23: Register of Significant Trees and Vegetation Areas
Local Planning Policy 2.26: Tree Retention
The proposed changes are outlined below:

2.23: Register of Significant Trees and Vegetation Areas
General changes to bring the policy in line with the more recent LPP 2.26: Tree Retention, specifically:
1.2 (iv) modified to reference LPP 2.26. A tree which has ecological value only will not be considered for inclusion on the Register if it is protected by LPP 2.26.
Addition of section 3. Exemption from Development Approval – this expands on the advice note in the current policy and outlines when tree damaging activity does not require development approval. These provisions are adapted from LPP 2.26.
Modifying the ‘2. Development application for sites including a tree / vegetation area on the Register’ section to align with LPP 2.26.
Strengthening the requirement for replacement trees to align with LPP 2.26. (ie: 2 for 1 replacement where removal is approved)
Addition of the definitions for ‘Arborist report’, ‘Maintenance pruning’, ‘Tree damaging activity’ and ‘Regulated Tree’.
Removing ‘Procedure for Administering the Register of Significant Trees and Vegetation Areas’ and Appendix A – Nomination Form from the policy. This information is contained in a separate document which will accompany LPP 2.23.
2.26: Tree Retention
Expanding the application of the policy to include residential lots up to R40 (currently only up to R30).
Addition of a list of undesirable species. The tree species included on this list would be exempt from requiring a development approval to be removed.
