The City of Fremantle is proposing five new heritage areas and a number of individually listed heritage places in White Gum Valley and is seeking community feedback. The new heritage areas will be incorporated into Local Planning Policy 3.6.1: Heritage Area Listings.

Introduction

The City of Fremantle regularly carries out reviews to identify potential individual places and areas that may have heritage significance. The heritage review of White Gum Valley is the next stage of the overall City Heritage Review Project. This project incorporates new best practice principles and changes in legislation, with South Fremantle having been completed and Beaconsfield and the Central Fremantle Area also underway. Further reviews will follow until the whole of the City of Fremantle has been considered.

Why are we doing this?

Heritage is an important part of our city’s identity and our point of difference. Alongside Fremantle’s many unique and highly significant individual heritage places, we are also fortunate to have a large concentration of houses, bungalows, terraces, duplexes, cottages, commercial buildings and industrial buildings from different eras. These buildings and places all contribute to the character of the City and its streetscapes, and contribute significantly to what makes Fremantle, Fremantle. It is important that we identify what does and does not have heritage significance in order to protect that which is significant and guide appropriate development in the future.

What is proposed for White Gum Valley?

The City has conducted a heritage review of White Gum Valley and identified properties of potential individual heritage significance and five potential new heritage areas as shown below and further detailed in the Key Documents section of this page:

Within those heritage areas, places (properties) are either identified as 'contributory' or 'non-contributory':

Contributory - The place has heritage significance for its contribution to the streetscape

Non - Contributory - The place does not have heritage significance but any new development visible from the street should be in keeping with the appearance of the area.

On the map above, the properties shown in tan are those that are considered to have some level of heritage significance, whether contributory, individually listed, or both. You can check the proposal for your property by searching the map and the following lists:

List of Proposed Individual Listings (includes existing listed properties) and,

List of Contributory Properties within each Heritage Area.

As part of this process, the addition of the heritage areas and the contributory properties are included in the proposed amendments to Local Planning Policy 3.6.1: Heritage Area Listings.

What does this mean for your property?

Please see the Info Sheet and FAQs for questions on what being in a heritage area means (even if your house is not contributory), an explanation of what a specific heritage level means, and the implications these may have for your property.

What happens next?

Once consultation closes, submissions will be reviewed and a report prepared. The report will be presented to the Planning Services Committee with final recommendations and made public on the City's website. Everyone who has put in a submission will be notified of the meeting and given an opportunity to register to speak at the meeting if they choose.
