Consultation has concluded.


The DAP application was approved by the South West joint Development Assessment Panel (JDAP) on the 15 December 2017.


The row of cottages bounded by William Street, Henderson Street and Market Lane are proposed to be restored and converted into an 11 room hotel with a reception area, cafe, lounge and bar.

The development proposal for No. 19-29 (Lot 2074) Henderson Street, Fremantle was approved by JDAP on 15 December 2017. You can view the Joint Development Assessment Panel (JDAP) meeting minutes here.

The City of Fremantle’s Responsible Authority Report to the Joint Development Assessment Panel will be considered by the Planning Committee on 8 December 2017. You can view the report below.

DAP Report

In summary, the proposal is recommended for conditional approval, based on the following assessments:

  • The proposed design of the development is sympathetic to the existing building’s streetscape appearance and does not overwhelm the existing building on site through excessive scale.
  • The proposed development and land use, is not considered to result in an activity greater than the expectations and capacity of the city centre zone.
  • Proposed variations to the planning framework relating to land use and vehicle parking are considered acceptable.

It is anticipated that the Joint Development Assessment Panel (JDAP) will consider the Planning Committee’s resolution on Friday 15 December 2017.


Submissions close for Warders Cottages

Submissions for the proposed hotel and bar development for the former Warders Cottages at 19 - 29 Henderson Street Fremantle have now closed.

The Planning Committee will consider the City’s Responsible Authority Report on 8 December, prior to the proposal being forwarded to the Joint Development Assessment Panel for a final decision.

What's proposed?

The proposal includes :

  • restoring and converting the row of cottages into an 11 room boutique hotel
  • a hotel reception area, cafe and bar on the ground floor of the cottage in the south-western corner
  • creating a new indoor and outdoor bar and dining area between the rear of the cottages and the Fremantle Markets


What discretionary land uses and asessments are proposed?

The development proposes a change of land use to hotel and on-site car parking.
