Review of Ward Boundaries and Representation

Consultation has concluded


The City of Fremantle is seeking feedback on a Ward and Representation Review in line with the Local Government Reform Proposals.


The City of Fremantle invites the community to consider the Review of Wards, Boundaries and Councillor Representation Level Discussion Paper which looks at the current ward system, Councillor representation levels and possible options for change.

The changes are required in response to proposed local government reforms announced by the state government earlier this year

The single biggest change the City will be required to make in response to the reforms will be reducing the number of Councillors from thirteen (including the Mayor) to between five and nine Councillors (including the Mayor).

The Discussion Paper outlines 7 options (and sub-options) which have been developed to encourage discussion and input from the community. It should be noted that the options presented do not represent all possible options, and through this Discussion Paper the City is seeking input from the community on the options set out within, or suggestions for an alternative.

The options outlined in the Discussion Paper are as follows:


Option 1: Retain the current six (6) ward structure with one (1) councillor per ward (plus the Mayor)


Option 2: No wards with

  1. five (5) elected members (including the Mayor)
  2. seven (7) elected members (including the Mayor)
  3. nine (9) elected members (including the Mayor)


Option 3: Create two (2) wards divided approximately north-south with

  1. two (2) councillors per ward (plus the Mayor)
  2. three (3) councillors per ward (plus the Mayor)
  3. four (4) councillors per ward (plus the Mayor)


Option 4: Create two (2) wards divided approximately east-west with

  1. two (2) councillors per ward (plus the Mayor)
  2. three (3) councillors per ward (plus the Mayor)
  3. four (4) councillors per ward (plus the Mayor)


Option 5: Create three (3) wards with two (2) councillors per ward (plus the Mayor)


Option 6: Create four (4) wards with

  1. one (1) councillor per ward (plus the Mayor)
  2. two (2) councillors per ward (plus the Mayor)


Option 7: Create four (4) wards with

  1. one (1) councillor per ward (plus the Mayor)
  2. two (2) councillors per ward (plus the Mayor)

Public submissions will close at 5.00pm on 16 December 2022.
