We're proposing changes to Local Planning Scheme No.4 for consistency.

The City is seeking comments on proposed Scheme Amendment No.88 - Short Term Rental Accommodation.

At the 12 February 2025 Ordinary Council Meeting, Council resolved to endorse Scheme Amendment No.88 for the purpose of public advertising and community engagement.

The Scheme Amendment is now open for community comment.

Key changes resulting from this amendment include dedicated land use classes for Short Term Rental Accommodation (STRA) to ensure a clear delineation between this use and traditional accommodation types, as well as aligning with the state-wide exemption for hosted STRA and a 90-night exemption for unhosted STRA within the Perth Metropolitan Area.

In summary, the draft Scheme Amendment No.88 entails the following changes:

  • Amend the Land Use Definitions in Schedule 1 to delete outdated definitions for forms of holiday accommodation and replace them with the definition for 'Tourist and Visitor Accommodation'
  • Amend Table 1 'Zoning Table' to delete all references to Short Stay Dwelling; Bed and Breakfast; Motel; Tourist Development; and Serviced Apartment
  • Amend Table 2 to delete all outdated references and corresponding criteria for the removed holiday accommodation uses and insert requirements for 'Tourist and Visitor Accommodation'
  • Update Schedule 9, Development Plan 17 - Leighton, North Fremantle, Clause 2.2 reference "Short-Stay Accommodation" to "Short-Term Rental Accommodation"
  • As a consequence of the State directive, unhosted short stay dwellings (where occupied by 6 or fewer people) will no longer be exempt from requiring planning approval

The City recognises that the adoption of this Scheme Amendment may affect businesses within the community. This engagement process seeks to inform the public of this proposal and collect feedback from individuals, groups, and organisations for Council to consider before its final adoption.

Before the Council makes a final decision on the Policy, we are asking the community to:

  • Review the draft Scheme Amendment and Council report.
  • Contribute feedback by completing the survey below.
  • Provide a written submission or request a 1:1 meeting with a City Officer.

City Officers aim to:

  • Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the decision.
  • Work with you to ensure that your concerns and aspirations are duly noted, provide clarity on questions that may arise.
