Share your thoughts on changes to the City's Seasonal & Temporary Trading Policy.

The City of Fremantle is seeking community feedback on the proposed Seasonal & Temporary Trading Policy (formerly the Seasonal Trading Policy), which sets out a clear framework for how seasonal and temporary trading activities can operate on public land across our city.

This policy aims to enable seasonal and temporary trading, including mobile food vendors, to operate in a way that is well‑managed, responsive to place, and aligned with the needs of the Fremantle community.

The policy is guided by a set of principles designed to ensure that any trading activity enhances Fremantle’s unique character, supports local amenity, and delivers benefits to the community, visitors, and traders.

The objectives of the policy are to:

  • Allow seasonal and temporary trading to operate without interfering with established retail, hospitality, or service businesses;
  • Fill identified gaps in the market by offering tourism, leisure, or recreation services not already available;
  • Ensure trading activities are appropriate for their location and do not create nuisance for nearby residents or businesses;
  • Protect local amenity while contributing to the vibrancy and activation of public spaces;
  • Encourage visitation and strengthen Fremantle’s position as a leading destination;
  • Promote fair and equitable use of public land with a focus on community benefit;
  • Support small businesses to trial new ideas and consider Fremantle as a long‑term place to grow and invest.

The City of Fremantle is inviting community feedback on the proposed Seasonal & Temporary Trading Policy. This engagement process seeks to inform the community about the proposed changes and gather feedback from residents, traders, customers, local businesses, and industry representatives before Council considers the final policy for adoption.

Objectives of this engagement include:

  • Informing the community and key stakeholders about the proposed Seasonal & Temporary Trading Policy.
  • Consulting with stakeholders to collect input, ideas, and perspectives that can shape the final version of the policy.
  • Collaborating with traders, businesses, and community members to identify potential impacts, benefits, and opportunities.
  • Ensuring diverse community representation, including residents, business operators, traders, customers, and those who frequently use Fremantle’s public spaces.

We invite you to share your feedback to help shape the future of the seasonal and temporary trading in Fremantle.

Before Council makes its final decision, we are asking the community to:

  • Review the draft Seasonal & Temporary Trading Policy and supporting information via the Key Documents section.
  • Complete the survey below to provide your feedback.
  • Provide a written submission or request a 1:1 or group meeting with a City Officer.

City Officers aim to:

  • Keep you informed throughout the process.
  • Listen to and acknowledge your concerns, ideas, and aspirations.
  • Provide clarity where needed and explain how community feedback influences the final recommendations.

The Plan drives the City’s planning, budgeting, resource allocation and service delivery over the next decade, and was developed in direct collaboration with people who live, work, and play in Fremantle.

    The draft Seasonal Trading Policy acknowledges public feedback expressed during the SCP engagement period and aligns with the key SCP focus areas: Fremantle as a Liveable City and Fremantle as a Creative City, that supports a "thriving and supportive ecosystem for start-ups and small businesses."
