Draft Local Planning Policy 3.7: South Beach Village

The City is seeking your comments

At the 10 December 2025 Ordinary Council Meeting the draft Local Planning Policy 3.7: South Beach Village was endorsed by Council for the purpose of public advertising and community engagement.

The policy is now open for community comment.

In summary, the policy:

• Does not introduce any new requirements that were not previously applicable;
  
• Reclassifies and renumbers existing Design Guideline 6 - South Beach Village into new Local Planning Policy 3.7 - South Beach Village;
• Consolidates four maps into one and clarifies design requirements;
• Deletes requirements relating to wall and roof insulation as they are now superseded by the most recent building codes;
• Aligns the policy with State Government local planning policy pro forma and explains where the policy varies the Residential Design Codes requirements;
• The policy now refrains from duplicating requirements in Local Planning Scheme No.4, the Residential Design Codes, and other relevant planning instruments.

The City recognises that the adoption of this policy may affect residents, developers and businesses within the community. This engagement process seeks to inform the public of this policy proposal and collect feedback from individuals, groups, and organisations for Council to consider before its final adoption.

How can the community influence the project?

We are asking the public to:

• Review the draft policy and Council report.
• Contribute feedback by completing the survey below.
• Provide a written submission or request a 1:1 meeting with a City Officer.

City Officers aim to:

• Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the decision.
• Work with you to ensure that your concerns and aspirations are put forward to Council and provide feedback on how public input influenced the decision.

How can you discuss this proposal and your feedback with City Officers?

• 1:1 Meeting: Would you like to meet 1:1 with City Officers to get clarification on the policy, and how to best submit your feedback? You can request a meeting by emailing planning@fremantle.wa.gov.au. Please note, we'll aim to meet all requests subject to staff availability.
• Alternately, you may contact the City during normal business hours at 1300 MY FREO and speak to a member of the Strategic Planning Team.
