The City is seeking your comments

At the 10 December 2025 Ordinary Council Meeting, the following were endorsed by Council for the purpose of public advertising and community engagement:

  • Local Planning Policy 2.8: Fences
  • Local Planning Policy 2.14: Advertisements and Signs
  • Local Planning Policy 3.2: Security Screens in the City Centre

The proposed changes are outlined below:

Policy

Summary of Changes

2.8: Fences

Change of format to match the draft manner and form prescribed by the Western Australian Planning Commission and making it clear which criteria is deemed-to-comply.

Adding prohibition on fences that are barbed wire, electric, or the like, especially when abutting a residential property.

Clarifying fencing criteria for non-residential development.

2.14: Advertisements and Signs

Consolidating the subjective assessment criteria into the 'Objectives' of the policy for simplification rather than referencing several different parts of the policy.

Clarifying the criteria for animated signs to make clear they are discouraged and are provided with criteria with which to assess them against.

3.2: Security Screens in the City Centre

Replacing the old policy with a new one that includes general principles and an example of acceptable security screens.

The City recognises that the adoption of this policy may affect residents, developers and businesses within the community. This engagement process seeks to inform the public of this policy proposal and collect feedback from individuals, groups, and organisations for Council to consider before its final adoption.

How can the community influence the project?

We are asking the public to:

  • Review the draft policies and Council report.
  • Contribute feedback by completing the survey below.
  • Provide a written submission or request a 1:1 meeting with a City Officer.

City Officers aim to:

  • Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the decision.
  • Work with you to ensure that your concerns and aspirations are put forward to Council and provide feedback on how public input influenced the decision.

How can you discuss this proposal and your feedback with City Officers?

  • 1:1 Meeting: Would you like to meet 1:1 with City Officers to get clarification on the policy, and how to best submit your feedback? You can request a meeting by emailing planning@fremantle.wa.gov.au. Please note, we'll aim to meet all requests subject to staff availability.
  • Alternately, you may contact the City during normal business hours at 1300 MY FREO and speak to a member of the Strategic Planning Team.
