A local structure plan has been prepared and approved for the former Matilda Bay Brewery site in North Fremantle.

This site is bound by McCabe Street to the north, Stirling Highway to the west and Coventry Parade and Thompson Road to the south (refer map below).

Proposed Matilda Bay Brewery local structure plan

The purpose of the structure plan is to provide for residential and mixed-use development on the site, and includes the following:

  • A combination of residential and mixed-use development on the site;
  • A residential density of up to R160 (high density), with an estimated yield of 500 dwellings stated in the report;
  • Building heights ranging between 7 and 20 metres (roughly equating to between 2 and 6 storeys), with potential for a bonus for a portion of the site up to 33 metres (approximately 9-10 storeys), in accordance with the City’s pre-existing Local Planning Policy 3.11 - McCabe Street Area, North Fremantle - Height of New Buildings;
  • Retention of the existing heritage-listed Matilda Bay Brewery building as part of any future redevelopment;
  • An area of public open space adjacent to Thompson Road, ceded to the Crown, including retention of mature vegetation; and
  • Extention of McCabe Place, connecting to Thompson Road, to facilitate (restricted) vehicle access through the site. Vehicle access to Stirling Highway and McCabe Street, other than through McCabe Place, is prohibited.

The plan was referred to the Western Australian Planning Commission (WAPC) in July 2016 and subsequently received final approved in October 2020.

    Approval of the structure plan was granted by the WAPC on 6 October 2020. This means that the plan now forms part of the City's town planning framework, and more detailed planning within the site can now progress. The WAPC required the applicant to undertake some modifications to the structure plan prior to it receiving final approval. The final approved structure plan is available to download in the Document Library on this page.

    The City of Fremantle Council recommended approval of the structure plan with modifications to the Western Australian Planning Commission (WAPC) 27 July 2016. Refer to Minutes of the Council meeting in the document library:

    WAPC requested modifications to the structure plan 27 June 2017, which are generally inline with the City's recommendation, prior to determination.

    The applicant has not made these modifications.
