Matilda Bay Brewery Local Structure Plan

Consultation has concluded

A local structure plan has been prepared and approved for the former Matilda Bay Brewery site in North Fremantle.

This site is bound by McCabe Street to the north, Stirling Highway to the west and Coventry Parade and Thompson Road to the south (refer map below).

The purpose of the structure plan is to provide for residential and mixed-use development on the site, and includes the following:

  • a residential density of R160 (high density) to generate approximately 500 new dwellings in the form of multi-storey apartments (multiple dwellings) and low scale townhouses (grouped dwellings);
  • mixed-use zone fronting Stirling Highway, retaining heritage buildings (i.e. the former brewery buildings) and lots along McCabe Street up to McCabe Place;
  • an internal public road linking Coventry Parade to McCabe Street;
  • an area of public open space; and
  • road widening of McCabe Street where it intersects with Stirling Highway.

The plan was referred to the Western Australian Planning Commission (WAPC) in July 2016 and subsequently received final approved in October 2020.

    Approval of the structure plan was granted by the WAPC on 6 October 2020. This means that the plan now forms part of the City's town planning framework, and more detailed planning within the site can now progress. The WAPC required the applicant to undertake some modifications to the structure plan prior to it receiving final approval. The final approved structure plan is available to download in the Document Library on this page.

    The City of Fremantle Council recommended approval of the structure plan with modifications to the Western Australian Planning Commission (WAPC) 27 July 2016. Refer to Minutes of the Council meeting in the document library:

    WAPC requested modifications to the structure plan 27 June 2017, which are generally inline with the City's recommendation, prior to determination.

    The applicant has not made these modifications.
