The City is seeking your comments on proposed amendments to Local Planning Policy 2.19 - Public Art Contributions.
The policy establishes a mechanism for either delivering artwork onsite or gathering public funds to install artwork onsite or within the vicinity of a site affected by significant development.
This approach is guided by the 2025 – 2035 Public Art Strategy, which sets a clear direction for how public art will be delivered and supported across the City of Fremantle (the City), including the identification of locations around the City where public art should be supplied.
Summary of changes
Criteria
Existing Policy
Proposed Changes
Applicable contribution area:
North Fremantle town centre
City Centre and surrounds
Hilton Neighbourhood Centre
South Fremantle Neighbourhood Centre
Entire City of Fremantle area
Development cost threshold
Applies to development greater than $1 million
Applies to development greater than $5 million
Contribution type
Proponent can choose to deliver public art on site or opt to pay a cash-in-lieu contribution
Between $5-$10 million: cash-in-lieu mandatory. Greater than $10 million: Proponent’s choice of public art on site or cash-in-lieu contribution
Public art alternatives
With Council approval, part or all of contribution may be used towards cost of works associated with the conservation, restoration or interpretation of proximate public buildings, structures or places of cultural heritage significance (heritage works).
Contributions may only be used for public art
The amended policy aligns with the City's recently adopted Public Art Strategy 2025 - 2035 and also features greater consistency with other contemporary local government examples, updated formatting, information on liability, ownership, copyright and moral rights, and greater clarity on when and where cash-in-lieu funds will be spent.
