The City of Fremantle has received an application for a local development plan over the back portion of 123 Watkins Street, White Gum Valley.Before we form an opinion on this application, we'd like to hear from you.
This site has already been granted subdivision approval by the Western Australian Planning Commission to create 4 new lots to the rear of the site without impacting the existing building. The Commission included Council's recommended condition that a local development plan setting out design criteria for the new lots be submitted and approved prior to the final clearance of the subdivision.
This local development plan includes:
Buildings are to be designed in accordance with Council's Local Planning Policy 2.2 Split Density Codes and Energy Efficiency and Sustainability Schedule.
All lots are to take vehicle access to the laneway and to have double garages in a specified location.
All lots are to have an ancillary dwelling (ie: granny flat) above each garage.
Minimum 1 (200L) tree on each site.
North facing outdoor living areas.
Internal boundary walls as shown on the plan allowed as of right.
A local development plan provides alternative site-specific development control measures to those set out in the Residential Design Codes of Western Australia.

The site layout, including the size and location of lots and the pedestrian access leg to the north, have already been determined by the subdivision approval. However, the City would invite your comment on any of the local development plan provisions set out in the document, as these deal with the location and design of buildings on the lots, the resulting streetscapes, and the interface between buildings and laneways.

Final report
this is an upcoming stage for Local Development Plan - 123 Watkins Street, White Gum Valley
The final outcomes of the consultation will be reported to Council with a recommendation from City officers. Council will determine whether to support the proposal, with or without modification, and will make a recommendation to the Western Australian Planning Commission for any variations to the Residential Design Codes which would require their approval.
If no variations require Commission approval, the plan may be adopted by Council, which would allow the subdivision clearances to be issued.
Western Australian Planning Commission decision (if needed)

If required, the Western Australian Planning Commission will determine whether to approve the proposed amendments to the Residential Design Codes contained within the Local Development Plan, with or without modification, taking into account the submissions received and the Council's recommendation.
Final Approval (if needed)

If the Commission substantially varies the local development plan or declines to support the proposed variations to the Residential Design Codes, the plan may have to be presented back to Council for final approval or amendments.
