Planning amendment approved by the Minister for Planning March 2018

The Minister for Planning approved the City of Fremantle Local Planning Scheme Amendment No. 72 gazetted on Thursday 29 March 2018.

The amendment rezones the Davis Park precinct, Beaconsfield [the precinct bounded by South Street, Caesar St, Fifth Avenue and Lefroy Road] to development zone.

The new zoning would require a structure plan, developed with community input, to be established prior to comprehensive development of the site.

The Department of Communities have not yet commenced a structure plan for the Davis Park area.

Currently the City of Fremantle, in partnership with the Department of Communities, are developing the Heart of Beaconsfield project.

Once there is a clearer idea of what the overall master plan looks like, Department of Communities will start to seek input from residents’ of the Davis Park precinct to help create a Structure Plan for that specific area. This is likely to start in the second half of 2018.

On 27 September 2017, council resolved to request the Minister for Planning to grant final consent to the Scheme Amendment 72.

Council to consider proposed scheme amendment in September 2017

Amemndment 72 will be considered by the Planning Committee on 6 September 2017 and council on 27 September 2017.

All submitters to Amendment 72 have been notified of the Planning Committee meeting and council hearing dates.

Anyone who made a submission during the formal public consultation period has been invited by the City of Fremantle to address the Planning Committee or Council at the meeting. Members of the public can attend the meetings to listen to the discussions. If you would like to address the Committe or Council, you will need to register for question time.

Documentation for the council meeting will also be made available on the agendas and minutes page.

We’ve had a great response with 29 submissions recieved. A summary of your feedback will be provided to the Planning Committee to take into account when they make their decision.

We're preparing a report for the Planning Committeee to consider at an upcoming meeting.


Why has a scheme amendment been initiated?

The Housing Authority owns 90% of the properties in the Davis Park precinct and the scheme amendment has been initiated at the Authority's request.

The Housing Authority is seeking to renew the properties on its 10-hectare landholding in Beaconsfield and is working with the City of Fremantle and other land owners to develop a vision and a masterplan for the regeneration of the central area of Beaconsfield. This project is known as the The Heart of Beaconsfield.

The Housing Authority is still in the early planning stages for the Davis Park precinct and redevelopment is not expected to commence for a number of years. As a first step, the Housing Authority has requested a change (an amendment) to the City of Fremantle’s Local Planning Scheme. This amendment proposes the precinct bounded by South Street, Caesar Street, Fifth Avenue and Lefroy Road be classed as a ‘development zone.’

Changing the zoning of the Davis Park precinct to ‘development zone’ is the first step in the planning process to be worked through. This step anticipates the need for future redevelopment but prevents piecemeal development until an overall plan (a structure plan) has been completed.

The Heart of Beaconsfield master plan will include some broad ideas for the Davis Park precinct. Preparation of a draft structure plan for the Davis Park precinct will commence early in 2018. The draft structure plan for the Davis Park precinct will need to be compatible with the overall master plan for the Heart of Beaconsfield.
