Draft Community Safety & Crime Prevention Plan 2026-2031

The City of Fremantle is committed to nurturing a safe, inclusive, and vibrant environment for everyone  who lives, works, visits, or does business in the area. Recognising that feeling safe in public spaces is essential to wellbeing and active participation in community life, the Community Safety and Crime Prevention Plan 2026 to 2031 sets a clear direction for the City’s approach over the next five years.   

The Plan outlines how the City can lead, support, or advocate for initiatives that make public spaces more  welcoming, better designed, and actively used throughout the day and night. We respect our public  property and recognise that safety extends beyond enforcement alone, the Plan emphasises inclusive  urban environments, well-maintained infrastructure, improved lighting and signage, and support for  vulnerable groups.

 Action Plan - Community Safety & Crime Prevention Plan 2026-2031

This Plan clearly sets out the City’s role and provides a consistent way to respond to key safety issues. It addresses community concerns about crime prevention by separating what the City is responsible for from what sits with other agencies and services.  

The action plan is also split into two themes, day safety and night safety, recognising that Fremantle experiences different challenges at different times. Each requires its own approach, with tailored actions to better respond to how the city functions across the day and into the evening.  

The Plan includes both short-term actions and longer-term priorities, with a strong focus on themes of  education, safety, prevention, and advocacy. By taking this approach, the City aims to reduce risks early,  prevent issues from escalating, and support longer-term improvements in community safety.
