Public Health Plan 2026-2031

The Community Health & Wellbeing (Public Health) Plan 2026-2031 was endorsed for public comment at the July 8 2026, Strategic and General Services Committee. The draft Plan has been developed under the Public Health Act 2016 and aligns with the WA State Public Health Plan 2025–2030, the City’s Strategic Community Plan and other key strategies. It reflects a whole-of-Council commitment to ensuring Fremantle remains a healthy, inclusive and liveable city.
As a component of the draft Community Health & Wellbeing Plan, the Public Health Action Plan outlines the actions the City will take over the next five years to support the health and wellbeing priorities identified by the community. Many of these actions are already underway, while others represent new opportunities to strengthen our work or partner with existing programs and services. Together, they provide a practical roadmap for improving health and wellbeing outcomes across Fremantle.
The draft Community Health and Wellbeing Plan 2026-2031 and additional proposed actions put forward by Elected Members at the 22 April 2026 Ordinary Council Meeting are now open for public comment.
Following this second phase of public feedback the Community Health and Wellbeing Plan 2026-2031 will be brought back to Council for final consideration and adoption.

- Share your feedback via the Draft Health & Wellbeing Plan 2026-2031: Survey
- Request to meet with city staff to discuss the draft plan via a 1:1 meeting or group meeting (subject to staff availability and scheduling)

The City of Fremantle is preparing a Public Health Plan that seeks to protect, promote and enhance the health, wellbeing and quality of life for all in our community.
Public health involves the policies, programs, and protections that help promote, maintain, and improve the health of individuals and communities, while also preventing illness and disability. Improving health and wellbeing is a long-term, complex process that requires thoughtful, strategic action. While the City of Fremantle currently has a Health and Wellbeing Profile, it does not yet have a formal Public Health Plan.
In line with Stage 5 of the Public Health Act 2016, the City is now developing a Public Health Plan to assess community health needs, set clear priorities, and create evidence-based strategies for sustainable and equitable health improvements. This plan will align with the State Public Health Plan to ensure local and state governments are working together to address key health issues and deliver long-term public health outcomes.
The City of Fremantle’s Public Health Plan aims to enhance community health, wellbeing, and quality of life by:
- Facilitating a vision for a healthy and sustainable community through greater public participation in health-related issues.
- Integrating public health and wellbeing into existing City-led services and programs.
- Developing collaborative partnerships with key internal and external stakeholders to support public health initiatives.
- Supporting compliance with the Public Health Act 2016 by managing and advancing public health planning.
- Identifying public health needs through data analysis on health status, determinants, and emerging trends.
- Establishing objectives and policy priorities that align with and provide strategic links to local, state, and national policies that impact on health and wellbeing.
Key Areas of Focus:
- Healthy People and Community: To guide and encourage our community to lead healthier lifestyles through the provision of lifestyle and educational opportunities.
- Healthy Places and Spaces: To provide healthy places and spaces to encourage and support healthy lifestyle opportunities.
- Health City and Economy: To engage with business, partners and stakeholders to advocate healthy places to live, work and visit.
City officers are seeking public input from all areas of the Fremantle community to inform the new Public Health Plan. We would love to hear what you think the PHP should include, and ways to promote health and wellbeing in the City.
We are asking the public to:
- Learn more about the benefits and uses of a public health plan by reading the FAQs and Key Documents.
- Submit your input by completing the Community or Local Stakeholder Public Health Plan Surveys.
- Contribute feedback on what's currently working and provide best practice examples of public health strategy from other local governments or entities.
- Request to meet with city staff to discuss your thoughts on the public health plan via a 1:1 meeting or group meeting.
