The City of Fremantle is preparing a Public Health Plan that seeks to protect, promote and enhance the health, wellbeing and quality of life for all in our community.

Public health involves the policies, programs, and protections that help promote, maintain, and improve the health of individuals and communities, while also preventing illness and disability. Improving health and wellbeing is a long-term, complex process that requires thoughtful, strategic action. While the City of Fremantle currently has a Health and Wellbeing Profile, it does not yet have a formal Public Health Plan.

In line with Stage 5 of the Public Health Act 2016, the City is now developing a Public Health Plan to assess community health needs, set clear priorities, and create evidence-based strategies for sustainable and equitable health improvements. This plan will align with the State Public Health Plan to ensure local and state governments are working together to address key health issues and deliver long-term public health outcomes.

The City of Fremantle’s Public Health Plan aims to enhance community health, wellbeing, and quality of life by:

  • Facilitating a vision for a healthy and sustainable community through greater public participation in health-related issues.
  • Integrating public health and wellbeing into existing City-led services and programs.
  • Developing collaborative partnerships with key internal and external stakeholders to support public health initiatives.
  • Supporting compliance with the Public Health Act 2016 by managing and advancing public health planning.
  • Identifying public health needs through data analysis on health status, determinants, and emerging trends.
  • Establishing objectives and policy priorities that align with and provide strategic links to local, state, and national policies that impact on health and wellbeing.

Key Areas of Focus:

  • Healthy People and Community: To guide and encourage our community to lead healthier lifestyles through the provision of lifestyle and educational opportunities.
  • Healthy Places and Spaces: To provide healthy places and spaces to encourage and support healthy lifestyle opportunities.
  • Health City and Economy: To engage with business, partners and stakeholders to advocate healthy places to live, work and visit.

City officers are seeking public input from all areas of the Fremantle community to inform the new Public Health Plan. We would love to hear what you think the PHP should include, and ways to promote health and wellbeing in the City.

We are asking the public to:

  • Learn more about the benefits and uses of a public health plan by reading the FAQs and Key Documents.
  • Submit your input by completing the Community or Local Stakeholder Public Health Plan Surveys.
  • Contribute feedback on what's currently working and provide best practice examples of public health strategy from other local governments or entities.
  • Request to meet with city staff to discuss your thoughts on the public health plan via a 1:1 meeting or group meeting.

    Under the WA Public Health Act, the City of Fremantle as a local government has the following functions in relation to the administration of this Act —

    a) to initiate, support and manage public health planning for its local government district;

    b) to develop and implement policies and programmes to achieve the objects of this Act within its local government district;

    c) to perform the functions that are conferred on local governments by or under this Act;

    d) to administer and enforce this Act within its local government district in accordance with the objects and principles of this Act.

    The City of Fremantle Public Health Plan aims to implement solutions with strategic, long-term thinking and guidance that speaks to the City of Fremantle’s 2024-2034 Strategic Community Plan.

    The City's 2024-2034 Strategic Community Plan is the City’s most significant guiding document and establishes the community’s long-term aspirations and vision for Fremantle’s future. The Plan drives the City’s planning, budgeting, resource allocation and service delivery over the next decade, and was developed in direct collaboration with people who live, work, and play in Fremantle. This project meets a number of key focus areas set out by the community - most importantly that Fremantle is a "Resilient City", where "the City’s facilities are functional and fit for purpose and contribute to improving community well-being" that fosters "strong partnerships with relevant State Government agencies and service providers," and a "Liveable City" with "functional and inclusive recreational facilities" and places where "community participation is encouraged through spaces that enable social connection."
