Why is the City embarking on this project?

    Public toilets are an essential part of the city’s infrastructure, supporting public health, accessibility and quality of life for everyone. The Beach Street Public Toilet Facility will introduce a new, universally accessible public toilet facility in Fremantle, strategically located to serve all members of the community, including city commuters, skate park users, and those utilising essential services operating out of the Beach Street location. 

    Why was this location selected?

    The Beach Street carpark is an ideal strategic location to place a 24-hour amenity that addresses a critical need within our community by providing continuous essential services for those who need it most. 

    The Beach Street Public Toilet Facility will complement the Beach Street carpark shade structure, installed by the City of Fremantle in late 2024, which ensures better weather protection for volunteer organisations, including Freo Street Kitchen and the Red Cross Soup Patrol, and the many local providores and hospitality venues - who serve meals seven days a week to an ever-growing group of community members in need.

    The facility placement within the Beach St carpark area has been determined by the location of existing underground utilities required for installation and operation.

    What is the amenity facility type being proposed?

    The amenity being installed at the Beach Street location is an Exeloo Fully Accessible Unisex Titan Model 21D Automated unit.

    Exeloo is a New Zealand-based company specialising in the design, manufacturing, and installation of automated public toilet systems. Established in the early 1990s, Exeloo aimed to meet the growing demand for hygienic, accessible, and vandal-resistant public toilet facilities across urban landscapes. 

    A few details you may find useful to know:

    • 24-Hour Operation: Facility to be accessible 24/7 to serve public needs consistently.
    • Vandal Resistance: All fixtures to be recessed where feasible, preventing removal or damage. Exterior and interior surfaces are constructed with durable, vandal-resistant materials, including toughened front exterior walls and graffiti-resistant grout on wall tiles.
    • Automated Cleaning System: The facility to include a fully automated floor and seat wash, deodorising, and drying system to maintain a high level of cleanliness and hygiene, supporting uninterrupted 24-hour operation.
    • Automated Door Functions: The facility to have an automated door with programmable locking/unlocking and emergency release ensures safety and prevents anyone from locking themselves in overnight.
    • Automated Fixtures: For enhanced public health, all main fixtures are "Touch Free," including toilet flushing, toilet paper dispenser, hand soap, washing, and drying station, reducing contact points and promoting hygiene.
    • Timed Use Control: Maximum occupancy time is set to 10 minutes per user, aiming to reduce misuse, lingering, and potential for drug use.
    • Universal Accessibility: Facility to meet AS1428.1 standards for universal access, equipped with an accessible layout, a backrest behind the toilet seat, a hearing-impaired indicator light, and motion detection for seamless usability.

    How much will the project cost?

    At the 27 November 2024 Ordinary Council Meeting, council approved $380,000.00 to be allocated to the Beach Street Public Toilet Facility project.

    This projected costing takes into account all works surrounding installation of the unit and the provision of features that enhance the overall site and amenity, including:

    • Purchase and supply of the Exceloo Titan Automatic Toilet unit and facilities.
    • Supporting underground utility services (power, water).
    • Landscaping, including pathways for accessibility.
    • Security cameras and lighting.

    How will the City ensure the Beach Street amenity remains safe and hygienic/clean for its users?

    Cleaning & Preventative Maintenance:

    • Daily monitoring of the Beach Street amenity will be scheduled.
    • City staff will regularly check the functionality of all automated functions, sensors, lights, door operation. 
    • Response to call outs between 6am and 6pm Monday to Friday, with afterhours issues to be lodged via the City's online Customer Portal and addressed by the City's Community Safety team.

    Safety:

    •  The Beach St amenity will also include surveillance equipment, passive lighting and CCTV.  

    Will there be more 24-hour public toilet amenities installed in Fremantle?

    The Beach Street Public Toilet Facility is the first of two city centre toilet units approved for purchase by Council at the February 12, 2025 Ordinary Council Meeting.

    The location of the second city centre unit is currently being assessed by City officers. The unit's location and installation timeline will be announced at a later this year.

    When will the amenity be installed?

    The current project timeline anticipates installation of the Exeloo Titan single toilet unit by the end of June 2025.  Once in place, the commissioning and landscaping component of the project will commence, with the successful Beach Street Public Art EOI artist submission to be wrapped around the unit during July 2025.

    Please note, this scheduled project timeline does not factor in potential delays encountered during the site works, installation and utility connection phase of the project.
