Scheme Amendment No. 89 and Local Planning Policy - Convenience Stores

At the 8 April 2026 Ordinary Council Meeting, Council resolved to endorse Scheme Amendment No.89 for the purpose of public advertising and community engagement.

At the 10 June 2026 Planning Services Committee, the Committee resolved to initiate community consultation of Local Planning Policy 5.4: Convenience Stores (LPP 5.4). Consultation will occur concurrently with the related scheme amendment.

In summary

This amendment has been prepared to change the permissibility of Convenience Stores in the City Centre, Neighbourhood Centre and Local Centre zones from 'P' (Permitted) to 'A' (Advertised) uses. This means that a planning application will be required to be submitted and advertised to the community prior to a decision being made. LPP 5.4: Convenience Stores provides criteria used to assess an application for a Convenience Store. The criteria intends to limit the number of Convenience Stores in any one area, and ensure visibility into the stores from the street to minimise illicit activity. (Note that the policy numbering reflects the planned reorganisation and renumbering of the City's suite of policies)
