Proposed Partial Closure– Portions Of Swanbourne and Bateman Streets

Consultation has concluded

The map shows landscaped areas which are officially road reserve.  The proposal will close these portions of road for inclusion into the Monument Hill thereby increasing the Reserves official size accordingly.

We’re seeking comments on a proposal to close portions of landscaping on Swanbourne Street and Bateman Street, Fremantle for the purpose of amalgamation with the Monument Hill Reserve.


The City is proposing to make adjustments to the boundary lines of Monument Hill Memorial Reserve being an ‘A’ class Reserve No. 9335 (Monument Hill) to include the areas of road reserve located at the north eastern corner (Swanbourne Street) and on the western boundary (Bateman Street).


The map below shows the existing boundary in red, and indicates the areas of road reserve (following the footpaths) proposed to be included as part of Monument Hill, leaving a 1.5m x 1.5m truncation on each of the three corners. The areas proposed for amalgamation are shown in green.

The amalgamation would increase the total size of Reserve No. 9335 Monument Hill Memorial Reserve from 36,940m2 to approximately 41,066m2 (an additional 4,126m2). This process requires a partial road closure in accordance with Sections 58 of the Land Administration Act 1997 (LAA).


Submissions on this proposal can be made below and close 5.00pm Saturday 5 October 2019.

    The City has applied to the Department of Planning, Lands and Heritage (DPLH) to close and amalgamate a portion of Swanbourne and Bateman Street road reserves.

    The application was paused during 2020 and has been resumed as of June 2021.
