On 3 February 2023, the City received revised plans and supporting documentation for the abovementioned application in response to the Metro Inner-South JDAP resolution at its meeting on 15 November 2022 to defer a decision on the application (for the reasons outlined below). The revised proposal is described as follows:

'COMPREHENSIVE MIXED-USE DEVELOPMENT COMPRISING ADDITIONS, ALTERATIONS AND RESTORATION OF FORMER FORD FACTORY BUILDING, THE ADDITION OF THREE RESIDENTIAL TOWERS (23, 18 AND 8 STOREYS IN HEIGHT RESPECTIVELY) PROVIDING 192 MULTIPLE DWELLINGS AND CAFE/RESTURANT, SHOP, OFFICE, RECEPTION CENTRE AND INDUSTRY-LIGHT LAND USES AS WELL AS LANDSCAPING, AMENITY AREAS, CAR PARKING AND PUBLIC REALM ADDITIONS.'

As you may be aware, the abovementioned application decision was deferred at the Metro Inner-South JDAP meeting held on 15 November 2022 until 15 March 2023.


The application was deferred by the JDAP panel for the below reasons:

  • To consider more detail on the Coventry Parade access and roundabout and its implementation.
  • To consider North and South connectivity for vehicles, pedestrians and cyclists through the site, with regard to the link road through to McCabe Street.
  • To provide further detail on the contribution to regional road upgrades.
  • To address affordable housing and/or housing diversity.
  • To provide more detailed plans demonstrating how the recommendations of the pedestrian wind assessment are to be implemented.
  • To provide more detail on the likely development of Stage 2.
  • To review the treatment of the upper floor to the administration wing.
  • To review of the treatment of the 1929 saw tooth structure.
  • To submit an updated traffic impact assessment, modified to respond to the most recent request for further information from Main Roads WA.
  • To suitably address and respond to the significant shortfall in parking allocated to support the non-residential uses.
  • Further detail regarding the areas to be protected for public access, including a plan that shows the location of any proposed easements for public access.

    The City received amended development plans on 5 September 2022, outlined as follows:

    Amended Development Description:

    20-STOREY MIXED-USE DEVELOPMENT, COMPRISING THREE (3) RESIDENTIAL APARTMENT TOWERS (198 MULTIPLE DWELLINGS) AND VARIOUS NON-RESIDENTIAL USES (RESTAURANT, SHOP, TAVERN, OFFICE, RECEPTION CENTRE AND INDUSTRY-LIGHT)

    Summary of revisions to plans:

    • Increasing the Coventry Parade street setback of the podium levels of Tower 2 to the north by 10m (from 5.4m to 15.4m) and reducing the height of the 5-storey (23.8m above ground level) portion of this tower to 3-storeys (18.4m above ground level).
    • The provision of a proposed roundabout at the intersection of Coventry Parade and Thompson Road to manage traffic movements, with additional parking proposed within the future area of public open space (which may be removed prior to the construction of Stage 2 subject to City of Fremantle’s design intention for the open space).
    • Increasing the eastern side setback of the now 3-storey portion of Tower 2 from 35m to 40m.
    • Reducing the height of Tower 3 from 10 storeys (40.6m above ground level) to 6 storeys plus roof amenities (30.4m above ground level).
    • Reduction in overall dwelling number from 207 dwellings to 198 dwellings.
    • Provision of 27 car parking bays for exclusive use of residential visitors.
    • Increase in height of Tower 1 from 16 storeys (64.5m above ground level) to 20 storeys (77m above ground level).
    • Increase in height of 11-storey (49.3m above ground level) portion of Tower 2 to 15 storeys (54.8m above ground level).

    Reduction in the overall height of the alfresco pavilion addition (7m to 4.1m; 2.9m reduction) above the first floor level and introduction of a lower profile, lightweight roof structure
