The DAP application was approved by the South West joint Development Assessment Panel (JDAP) on the 19 September 2018.



The City of Fremantle has received a new development proposal for the Woolstores Shopping Centre.


What's proposed?

The proposed development includes a six storey addition and alterations to the existing shopping centre, including:

  • a new 141 room hotel
  • new office spaces
  • new retail spaces on Queen Street
  • new basement parking, accessible from Elder Place
  • refurbishment of the exisiting shopping arcade
  • alterations to the existing facades on Cantonment Street and Elder Place
  • minor alterations to the existing car park.

What are the next steps?

Once the public comment period has concluded, all submissions will be reviewed by the assessing officer who will prepare a report to the Joint Development Assessment Panel (JDAP). The City's Planning Committee will consider the report before it is referred to the JDAP. All submitters will be notified of the Planning Committee and JDAP meeting dates.

    JDAP approved the partial demolition of the existing Shopping Centre and construction of a six (6) Storey with basement Mixed use development at their meeting on 19 September 2018. You can view the JDAP minutes here.

    The public comment period on the Woolstores Shopping Centre proposal closed on 21 August 2018. Thank you to everyone who lodged a submission.

    The City of Fremantle will now review the submissions received during the advertising period, and prepare to report on these submissions to the Planning Committee on 5 September 2018.

    Following this, the proposal is expected to be referred to the Joint Development Assessment Panel for a determination.
