Consultation has concluded

Council has initiated the above amendment to Local Planning Scheme No. 4 to extend the Special Control Area 5.7 provisions for small infill development, otherwise known as The Freo Alternative, which will expire on 12 February 2024.

Background:

In 2019, the City of Fremantle introduced the Freo Alternative as a unique planning initiative. It aimed to create diverse housing options, specifically tailored to the trend of smaller household sizes. These provisions applied to specific areas in existing suburbs, offering an alternative to the usual large houses and loss of gardens and trees that typically come with widespread increases in residential density coding.

The State Government approved the Freo Alternative as a pilot project for five years by application of a sunset clause, which will cause the special provisions to expire on 12 February 2024.

What we are proposing:

The City is proposing to amend the Local Planning Scheme to extend the Freo Alternative special provisions for a further seven years. This will allow more time for other projects to be planned and constructed and will also allow the City to undertake a comprehensive review of the initiative.

Where to find out more:

We have created an information sheet, which summarises the amendment. This can be found under the Documents menu. The scheme amendment report can also be found under the Documents menu. The scheme amendment report provides a more in-depth background to the proposal.

Frequently asked questions about the proposal and process can be found under the FAQs menu.

The City will be holding a 'Talk to a Planner' session on Monday, 12 February 2024. The session will be held in the Yonga-Mardoo Workshop Room, Fremantle Library, Walyalup Civic Centre, 151 High Street, Fremantle from 4:30 p.m. to 6:00 p.m. Please note that this is not a town hall meeting and there will be no presentation. You are welcome to drop in at your leisure to ask questions or discuss any concerns that you may have.
