South Beach Dog Beach Survey

South Beach Dog Exercise Area (Dog Beach) has received $2.46m in Federal Government Grant funding and is set for accessibility, infrastructure, landscape and amenity upgrades.

We're inviting the community to share your thoughts and ideas on the reference designs by completing this South Beach Dog Beach Survey. We're keen to hear from all residents, community groups and visitors who interact with this beloved part of coastal South Fremantle.

Your comments will help guide the project team as they finalise the reference designs, informed by the South Beach Place Plan, community feedback and grant funding requirements. Please make sure you have read all supporting material before completing the survey.

We are asking the public to:

  • Learn more about the project scope and planned upgrades via the Frequently Asked Questions and Explainer Document.
  • Share your thoughts and ideas on the reference designs by completing the South Beach Dog Beach Survey.
  • View the associated materials, talk to City officers and provide feedback in person at the Community Drop-In-Session (details on main project page).

Submissions close Monday 9 November 2026 at 5pm AWST.

Project Priority Areas

The project has two main priority areas:

  • Priority 1 – Essential Dog Beach access and amenity: This is the core focus of the funded project and includes accessible toilet and change facilities, outdoor showers, drinking water, seating, bike parking, accessible paths, improved beach access and coastal planting.
  • Priority 2 – Picnic and additional amenity: Opportunities for accessible picnic seating, BBQs, bike parking, connecting paths and additional landscape improvements are also being considered. The extent of these works will depend on community feedback, feasibility, available budget and detailed design.

South Beach Dog Beach - Reference Plan

1. New accessible beach ramp

2. New accessible pathways

3. New seating wall to reduce sand drift

4. New toilet and dry changeroom with outdoor wash basins

5. New outdoor showers

6. New drinking fountain with dog bowl

7. New bike racks

8. Lawn removal to create new native planting areas

9. New accessible picnic seating and amenity

10. Lawn removal to protect existing trees

Blue line = New under rail line services connections (indicative), with service trenching to avoid impact to trees

There are currently no trees identified for removal, with protecting and retaining existing trees a key priority throughout the project. The design will continue to be developed to avoid impacts on existing trees wherever possible, with services, paths and new facilities carefully located to minimise impacts on established trees and their root zones.

The design is also looking at how lawn, coastal planting and heavily used areas can be better managed to create a more resilient landscape.

Beach Facilities and Amenities

The new facilities should feel low-key, practical and well embeeded in the landscape, reflecting the relaxed character of South Beach Dog Beach.

All toilets and change facilities will be inclusive and family friendly. The design includes:

  • 1 x Universal Accessible Toilet (UAT)
  • 1 x Ambulant Toilet
  • 2x Dry Changerooms
  • 3 x Outdoor Showers
  • Outdoor hand basin

The existing shelter is proposed to be removed as part of the Dog Beach upgrades. We are seeking community feedback on whether a replacement shelter is needed. A new shelter is currently not in the scope and would be subject to funding. *

Barbecues *

We want to understand whether the community feels BBQ facilities are appropriate at South Beach Dog Beach.

The City will consider their suitability carefully, particularly given the high number of dogs using the area and the potential impacts on safety, hygiene, amenity and ongoing management.

If BBQs were to be provided, some form of separation or fencing from the off-leash dog area may be required. There is currently no funding allocated for this additional fencing, so BBQs are not a confirmed part of the project.

Would you support the inclusion of BBQs to this area?

Fact Finding: Broader precinct opportunities

City officers are keen to gather community feedback on other areas of the South Beach Dog Beach. Please note: no works or changes are being proposed for the spaces below. The feedback captured here will help staff and Elected Members plan for any future opportunities should funding be made available.

Existing Car Park

The adjoining car park is not owned by the City and is outside the main scope of this project. The City will capture feedback about parking and access, which will help inform a future brief for the area. The community will be re-engaged if any significant changes are undertaken.
