A Precinct Structure Plan for 140 Stirling Highway, North Fremantle, has been submitted to the City of Fremantle. The Precinct Structure Plan is proposed by the owner of the site and intended to guide the redevelopment of the former ‘OneSteel’ property for a mix of residential and commercial land uses and public open space.

The Precinct Structure Plan envisages a mix of residential housing, ranging from townhouses to multiple dwellings (apartments) with podium-level commercial tenancies. The plan sets out the site and built form controls for the future development of the lot.

As part of its assessment, the City would like to hear your thoughts on the proposal.


What is the purpose of the Precinct Structure Plan?

The Precinct Structure Plan applies to 140 Stirling Highway, North Fremantle (formerly occupied by 'OneSteel') and would guide its redevelopment for a mix of residential and commercial land uses and public open space. The plan below shows the general site controls proposed, including development footprints, building heights, and the location of accessways and public open space. It is envisaged that sites 1, 2, 3 and 8 would be occupied by multiple dwellings (apartments) of between six and 23 storeys with potential for podium-level commercial tenancies totalling 12,650m2, including:

  • Food and beverage
  • Shop / retail
  • Entertainment / recreational
  • Residential amenities (communal health and wellness, shared offices, entertainment and recreational areas).

Sites 4-7 would be occupied by three-storey townhouses.

The development of each site, street and laneway would also be subject to a set of specific, detailed controls, which are set out in Part One of the Precinct Structure Plan document.

Once the City has assessed the proposal, Council will make a recommendation to the WA Planning Commission, who will decide whether or not to approve the Precinct Structure Plan. The WA Planning Commission is the decision-making authority for all structure plans.
