Parmelia Park in South Fremantle is a socially and historically significant green space, regularly serving families, dog walkers and community groups. Nestled between Parmelia and Chester Streets, the park is a 2-acre lawn and features a fenced playground for kids, fitness equipment, small basketball court and brick toilet block. The park was developed in the interwar years due to the demands of South Fremantle’s growing population.
The City's Projects & Place Team has received capital works funding in the 2024/25 budget to upgrade play equipment and enhance Parmelia Park to better serve its growing community and maintain the health and integrity of the trees and grassed areas. The City is going to:
Address ongoing irrigation and landscaping concerns.
Renew the existing playground facilities at Parmelia Park, which are over 20 years old.
Add an accessible path, improve picnic areas, update seating, and enhance irrigation.
Replace some struggling lawn areas with waterwise native plants to boost biodiversity and create a scenic walking path along the edges.
The City is committed to seeking community and stakeholder input to ensure the playground replacement meets the needs of all those who enjoy Parmelia Park. Based on community ideas and needs, as well as the budget, a playground design will be developed and delivered within the 2024/25 financial year.
City Officers aim to:
Work with the community on the design of replacement play equipment for Parmelia Park that best suits their needs.
Work with the community to collect thoughts on the current park layout, highlight any issues experienced and suggest focal points where further improvements to amenities could be made if more funding becomes available.
Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the project.
Work with you to ensure that your concerns and aspirations are noted; provide clarity on questions that may arise.

Replacement Playground Design
Parmelia Park's replacement playground design is now complete and has been developed to align with the natural aesthetic and balanced colour palette identified via community feedback and the project team's Sense of Place document.
The final design includes a custom combination playground unit featuring timber elements, a basket swing, balance logs and steppers, boulders, talking tubes and a see saw. The playground will be delivered together with the park upgrades, which will commence in early November 2025. The playground is scheduled to be installed and operational by January 2026.

In today’s rapidly changing world, public open spaces serve as vital sanctuaries, providing communities with places for recreation, relaxation, social interaction, and connection with nature. As population growth, climate change, and urbanisation pose significant challenges, the value of these spaces becomes increasingly evident.
The purpose of the City of Fremantle Public Open Space (POS) Strategy is to provide a clear strategic direction and framework for the provision and management of POS within the City. In doing so, the Strategy recognises the challenges presented by the City’s declining POS provision per person and limited opportunities for new POS acquisition. The City’s future directions for public open space is to ensure it continues to serve its purpose to allow the community to participate and connect in a functional, flexible and sustainable environment.

The City's 2024-2034 Strategic Community Plan is the City’s most significant guiding document and establishes the community’s long-term aspirations and vision for Fremantle’s future. The Plan drives the City’s planning, budgeting, resource allocation and service delivery over the next decade, and was developed in direct collaboration with people who live, work, and play in Fremantle. This project meets a number of key focus areas set out by the community - most importantly that Fremantle is a "Liveable City that is vibrant, socially connected and desirable" and a "Resilient City that plans for the future and is empowered to take action."
