Outdoor Events Policy: Survey

The City of Fremantle is reviewing its Outdoor Events Policy to better support a vibrant events calendar while managing the impacts on residents, businesses, and public spaces.

We invite your feedback on the proposed changes to help shape the future of events in Fremantle. Thank you for taking the time to contribute your thoughts. 

Please make sure you have reviewed the revised Outdoor Events Policy and all related materials before submitting your comments. 

We are asking the public to: 

  • Review the revised Outdoor Events Policy, Key Documents and Frequently Asked Questions. 
  • Contribute feedback by completing the survey below.
  • Provide a written submission or request a 1:1 meeting with a City Officer.

Event applications are assessed on the basis of their scale and characteristics and are classified into defined categories.

Applications for events assessed as Small or Medium will be managed in accordance with the established event approval process.

Proposed Changes to Event Allocations at Outdoor Venues

The City is proposing changes to the number and location of events allowed at key outdoor venues.

The following outdoor event venues are classified as Gold, Silver, or Bronze, based on their suitability to host events.

Gold venues – Highly sensitive locations that can host a maximum of two large or major impact events per year. Their popularity stems from their size or location, but events here can significantly affect residents or restrict public amenity.

Silver venues – Suitable for up to five large or major impact events per year. These sites have a moderate community impact, with fewer nearby residents, and are valued for their capacity to support regular activations.

Bronze venues – Not suitable for large or major impact events but well-placed to host small to medium events on a regular basis.

Proposed changes to Expression of Interest (EOI) process

The City is proposing to remove the formal Expression of Interest process for event organisers, which currently requires detailed applications up to 12 months in advance.

The intent is to make Fremantle more responsive and supportive to the changing needs of the events industry, while still ensuring appropriate community safeguards.
