What is the North Fremantle Plan and why do we need one?

    This work builds on the strategic urban design work already underway in the Fremantle City Centre as part of the City Plan project. It focuses on the unique opportunities and challenges facing North Fremantle over the next 20 - 30 years.

    The project aims to support a coordinated plan to guide growth, respond to change, and protect the area’s distinct character. It will connect with related initiatives including the Future of Fremantle project, Swan River Crossings, the Bracks Street development, and the potential for extension of Curtin Avenue.

    The plan will explore a range of scenarios for the area’s future—considering population growth, transport and connectivity, coastal planning, and urban developments within North Fremantle and surrounding areas.

    The outcome will be a clear, visual and spatial framework that:

    • Sets a shared direction for all stakeholders and community members
    • Identifies future risks and how to address them
    • Builds confidence in North Fremantle’s future for residents, businesses and organisations


    At its core, this work is about shaping a resilient, connected and character-rich future for the precinct.

    What is involved in developing the North Fremantle Plan?

    North Fremantle is a distinct coastal precinct facing growth, change, and evolving challenges. While much of its future is shaped by broader State Government priorities, the City is developing the North Fremantle Plan to advocate for positive outcomes for local residents and the surrounding community.

    Informed by the approach used for the City Plan: City Centre project—though on a smaller scale—City officers have compiled mapping from GIS, historical records, and new data to better understand how the precinct has changed over time and how future projects might affect it.

    We are now gathering early input from the community, both online and through workshops, to shape the vision for the plan. This is an opportunity to explore transport options, development scenarios, and strategies to address future challenges.

    The North Fremantle Plan will reflect community values, present a clear vision, and advocate for the protection and enhancement of the area’s unique character and heritage.

    What is the relationship between the North Fremantle Plan and the Future of Fremantle project?

    The Future of Fremantle project is led by the State Government Department of Planning, Lands and Heritage to develop a long-term vision (50 years) for the future of Fremantle’s inner harbour port precinct. That project envisions the relocation of port functions to Kwinana to free 260 hectares of industrial land for new urban development.

    The North Fremantle Plan is a separate project being led by City of Fremantle and provides an opportunity for continued public dialogue on the future of the North Fremantle precinct and how to minimise negative impact and preserve character once the port functions eventually relocate, which will have significant impacts on the population size, access and development of the area.

    How does this project align with other Planning projects or policies within the City?

    With its intension to act as a tool and framework to guide urban planning and future development, the North Fremantle Plan sits within the wider scope of the ongoing City Plan project, which commenced public engagement in 2024.

    A City Plan is a comprehensive urban design and strategic planning process that outlines our city's spatial vision, objectives, and strategies for sustainable growth and development over the next 10-20 years. Our City Plan aims to:

    • Establish a cohesive spatial blueprint guiding the city centre’s development for the next two decades.
    • Increase the residential population within the city centre.
    • Coordinate major projects, enhance infrastructure, and attract investment.
    • Create a well-connected, secure, and pedestrian-friendly urban environment.
    • Enrich our city's cultural assets while preserving its rich heritage.
    • Identify specific precincts within the city centre, significant place-based projects, and innovative development proposals.

    City officers aim to:

    • Clearly articulate which is culturally significant about North Fremantle and how future development decisions should seek to reinforce rather than diminish, from what makes this place special.
    • Obtain feedback on analysis, alternatives, or decisions. 
    • Work directly throughout the process to ensure that public concerns and aspirations are consistently understood and considered.
    • Work with you to ensure that your concerns and aspirations are directly reflected in the alternatives developed.
    • Provide feedback on how public input influenced the decision.
    • Provide a clear, holistic spatial framework to guide future strategic, coastal and transport planning activities for North Fremantle and its key precincts.
    • Involve and inform the community regarding potential development scenarios for North Fremantle.
