What are the Vision, Purpose, and Guiding Principles?

    The following is proposed: 

    Vision

    Manjaree will be a vibrant, inclusive, creative precinct where First Nations culture, colonial heritage, and contemporary arts and culture connect and thrive together through community-led initiatives supported by the City. 

    Purpose

    Manjaree will provide accessible spaces and opportunities for creative expression, cultural celebration, and community connection in Walyalup | Fremantle. It is a place of significant cultural and historical importance for Western Australia, where the local community, the wider state community, and visitors are engaged and welcomed. 

    Guiding Principles  

    • Ensure First Nations Leadership contributes to the development of the Manjaree area. Whadjuk leadership and truth-telling are central to Manjaree’s identity. 
    • Be a place to belong and contribute. An inclusive, welcoming, and respectful environment where diverse community members can contribute to and benefit from Manjaree’s development, fostering collaboration and a collective purpose. 
    • Be a place of cultural significance. Recognise, educate, and celebrate through creative and cultural programming which engages with the site's significance to the Whadjuk Nyoongar people, colonial history, and contemporary creative communities. 
    • Be a place that thrives and evolves. Develop balanced economic opportunities that support creative and cultural industries responding to changing economic, environmental, and social conditions. Ensure Manjaree remains sustainable and responsive to the community's aspirations

    Why does the area need a Vision, Purpose, and Guiding Principles?

    The City has a focus on renewing and activating amenities and precincts and sees the Manjaree area as a place where life, heritage, culture, art and tourism coexist and thrive. This item builds on previous area and project specific consultation completed in 2012 and 2019, and further community consultation through the Arts, Culture & Creative Strategy 2024-2034 and the Strategic Community Plan 2024-2034. 

    A clear set of Vision, Purpose and Guiding Principles will inform the development of a management plan, inform operational planning, future use, and activation of the area. 

    What happened to previous consultation for activation of this area?

    There has been significant consultation and assessment of the Manjaree area for activation since 2012. The Vision, Purpose, and Guiding Principles that the City has now developed takes into account all the work gathered to-date.

    What are you asking the public? How can we get involved?

    We'd like to hear from the community on ways to best activate the area to successfully realise the Vision, Purpose, and Guiding Principles that have been set.

    We are asking the public to: 

    • Review the Vision, Purpose, and Guiding Principles, the Frequently Asked Questions (FAQs) and Key Documents section.
    • Share your ideas and thoughts by completing the survey below.
    • Provide any relevant examples that we should be looking at to inform the project. 
    • Request to meet with city staff to discuss your thoughts via a 1:1 meeting or group meeting.

    Who else is being consulted on this project?

    The list below includes (but it not limited to) the groups or individuals the City is also consulting on this project:

    •  Local Whadjuk Elders 
    • Current tenants of the Manjaree area
    • Historians
    • Relevant State government agencies including but not limited to the Department of Planning, Lands and Heritage (DPLH); Rottnest Island Authority; Department of Local Government, Sport and Cultural Industries, Tourism WA, Lotterywest
    • Relevant community groups 
    • Relevant creative industry stakeholders 
    • The City will also put a call out through the City’s digital channels inviting any other interested parties to participate in the engagement process.

    How is this project related to Fremantle's 2029 Commemoration?

    The City is working separately on a program of celebratory and Truth-telling events to mark 2029. Please see below for your opportunity to contribute ideas and stay updated as this work progresses. 

    When will the City engage the community on Fremantle's 2029 Commemoration?

    City officers are currently preparing the public engagement program for Fremantle's 2029 Commemoration. The public will be invited to share their thoughts and ideas on how 2029 can be celebrated and reflected on in an inclusive and welcoming way, while honouring the many layers of rich history here in Fremantle. The City is keen to hear from a wide variety of people.
