Local Planning Policy 3.1: Fremantle City Centre & Northern Gateway

At the 10 December 2025 Ordinary Council Meeting draft Local Planning Policy 3.1: Fremantle City Centre & Northern Gateway was endorsed by Council for the purpose of public advertising and community engagement. The policy is now open for community comment.
In summary, the policy consolidates relevant requirements of the following exsiting local planning policies into a single policy:
- Local Planning Policy 3.1.3: Precinct 3
- Local Planning Policy 3.1.3.1: Precinct 3, Area 6: 7-15 Quarry Street Fremantle
- Local Planning Policy 3.1.5: Precinct 5
The three policies were reviewed as part of the City's ongoing schedule of policy reviews which aims to consolidate and simplify criteria, and where appropriate, revert to the Residential Design Codes (R-Codes) which have evolved since the initial adoption of these policies, providing more detailed design direction.
LPP 3.1 Policy Area
The policy focuses on the City Centre and Northern Gateway areas, as illustrated above, which are experiencing increased development pressure. LPP 3.1 seeks to:
- Retain guidance which supports the provisions of Local Planning Scheme No. 4 relating to these areas.
- Update content for contemporary references and alignment with the Residential Design Codes for clarity and consistency.
- Provide emphasis on environmentally sustainable development initiatives.
- Recognise Cantonment Street as a primary street, requiring higher design quality and pedestrian-friendly outcomes.
- Recognise the significance of Fremantle Oval and the Willam Street view corridor.
- Provide a single policy which is easier to use for applicants and officers with updated maps and formatting.
Overall, the policy remains aligned with LPS4, while simplifying and modernising the text and format.

- Provide a written submission or request a 1:1 meeting with a City Officer.

- Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the decision.
- Work with you to ensure that your concerns and aspirations are put forward to Council and provide feedback on how public input influenced the decision.
