The City is seeking your comments

At the 11 February 2026 Ordinary Council Meeting the following were endorsed by Council for the purpose of public advertising and community engagement:

  • Local Planning Policy 2.9: Residential Streetscapes
  • Local Planning Policy 3.6: Heritage-Protected Places Built Form and Land Use

The proposed changes are outlined below:

Policy Summary of Changes
2.9: Residential Streetscapes
  • Updated format to reflect the manner and form required by DPLH
  • Simplify the Policy
  • Add Policy Objectives
  • Amendment to clarify that all heritage-protected places are to be assessed under LPP 3.6
  • Delete ground and upper floor street setbacks to default to the R-Codes setbacks for South Fremantle, Samson, O’Connor and Hilton (where the place is not heritage listed nor in a Heritage Area). Remaining suburbs retain the existing ground and upper floor setbacks.
  • Introduce front setback averaging in South Fremantle, Samson, O'Connor and Hilton (where the place is not heritage listed nor in a Heritage Area), with the requirement that the compensating area be minimum 50% landscaping.
  • Introduce provision for minor projections
  • Modify the criteria for carports and sightlines
  • Delete building orientation section
3.6: Heritage-Protected Places Built Form and Land Use
  • Delete reference to LPP 2.9 as the proposed changes to LPP 2.9 clarifies that heritage places are not covered by the policy.
  • New criteria 9.1(i)(b) Primary Street Setbacks - Additions and Alterations to All Contributory and Listed Residential Places.
  • In cl. 17.1 – Other street setbacks, reference to South Fremantle has been deleted.

How can the community influence the project?

We are asking the public to:

  • Review the draft policy and Council report.
  • Contribute feedback by completing the survey below.
  • Provide a written submission or request a 1:1 meeting with a City Officer.

  • Keep you informed, listen to and acknowledge concerns and provide feedback on how public input influenced the decision.
  • Work with you to ensure that your concerns and aspirations are put forward to Council and provide feedback on how public input influenced the decision.

  • 1:1 Meeting: Would you like to meet 1:1 with City Officers to get clarification on the policy, and how to best submit your feedback? You can request a meeting by emailing planning@fremantle.wa.gov.au. Please note, we'll aim to meet all requests subject to staff availability.
