The City is seeking your comments
At the 13 August 2025 Ordinary Council Meeting the draft policy was endorsed by Council for the purpose of public advertising and community engagement. The policy is now open for community comment.
In summary, the policies:
Govern development outcomes in the suburbs of White Gum Valley (Kim Beazley Site fmr), Beaconsfield (Neighbourhood Centre site), and Samson (Local Centre);
Consolidate relevant requirements from various current local planning policies into a single policy and will lead to the revocation of policies no longer required;
The Local Planning Policy for O'Connor will be updated;
The policies now refrain from duplicating requirements in Local Planning Scheme No.4, the Residential Design Codes, and other relevant planning instruments;
Introduce strengthened controls for site cover, setbacks, built form, and landscaping in non-residential development for O'Connor.

3.8: Local Planning Area 8 - O'Connor
Policy is being reviewed;
Remove items that duplicate the R-Codes or are no longer applicable;
Increased minimum landscaping requirements and secondary street setbacks with the aim of locating landscaping predominantly in street setback areas;
Revise built form controls, including site coverage for industrial sites; and
Remove items of duplication from LPS4
3.9: Local Planning Area 9 – Samson
3.15: Former Kim Beazley school site - White Gum Valley
3.5: Local Planning Area 5 - Beaconsfield
Consolidated policies;
Remove items that duplicate the R-Codes or are no longer applicable;
Remaining undeveloped lots in WGV will be governed under LPP 3.3, with developed sites removed from policyand subject to Volume C of the R-Codes;
Introduced minimum landscaping and tree planting requirements for non-residential development;
Enhance built form and landscaping outcomes in non-residential development; and
Moltoni Quarry / Salentina Ridge Development in Beaconsfield now complete and has been removed
3.18: Beaconsfield and White Gum Valley Neighbourhood Centre Areas
Policy is being revoked;
New Beaconsfield Neighbourhood Centre provisions added to LPP 3.3 to address a statutory planning policy & LPS4 gap for the centre;
These provisions introduce minimum landscaping and tree planting requirements, and criteria to ensure crossovers are appropriately located; and
Remainder of provisions only duplicate requirements of LPS4

The City recognises that the adoption of this policy may affect residents, developers and businesses within the community. This engagement process seeks to inform the public of this policy proposal and collect feedback from individuals, groups, and organisations for Council to consider before its final adoption.
