What is the Fremantle city centre streeetscape project?
The City of Fremantle is preparing a costed concept design for streetscape improvements to the following streets in the Fremantle city centre:
Why is Queen Street in need of a streetscape upgrade?
Upgrading Queen Street presents a significant opportunity to revitalise the city centre, enhance its retail viability and respond to the following key actions:
To support the city’s retail economy: The Fremantle Retail Model Plan (November 2010) and the Kings Square Urban Design Strategy (August 2012) reinforce the need for Queen Street to provide an effective and attractive pedestrian link from Kings Square to the rail / bus station and waterfront at one end and to the World Heritage listed Fremantle Prison at its other end. The Queen Street upgrade will be important to the success of the Kings Square Redevelopment Project.
To support the redevelopment of major sites along Queen Street: The Fremantle Economic Development Strategy 2015-20 reinforces the importance of providing the necessary public infrastructure and a quality public realm to support private economic development activity in a timely way.
LPS4 was amended (January 2013) to encourage the redevelopment of a number of key strategic sites in the inner east end area of the city centre and focussed along Queen Street, Kings Square and Adelaide Street. Local Planning Policy 3.1.5 was adopted (January 2013) to guide the design of new buildings in this area, in particular the contribution to the streetscape and the need to activate the adjacent public realm through the frontage design and mix of uses at ground level. Consideration of the redevelopment of a number of these sites (identifed on the above map) is now underway.
To enable improvements to the rail station forecourt: Relocation of the bus interchange entry to Queen Street will remove buses from in front of the rail station building and enable a significant improvement in the quality of the public domain and pedestrian connections between the city centre, public transport node, and waterfront. The re-routing of buses to and from the relocated entry will likely be dependent on modifications to Queen Street.
Why is Adelaide Street and Point Street in need of a streetscape upgrade?
The public domain of Adelaide Street is in need of significant improvement to encourage intense mixed use development along this street and enhance its role as a primary pedestrian connection between Kings Square and the new residential quarter on Queen Victoria Street. Streetscape improvements will also assist integrate Adelaide Street into a network of city centre shopping streets including Market, High and Queen Streets.

The Fremantle Economic Development Strategy 2015-20 reinforces the importance of providing the necessary public infrastructure and a quality public realm to support private economic development activity in a timely way. A renewed streetscape could give consideration to designing and managing the street as a shared use low speed environment that could accommodate uses that complement the fresh food retailing and food hall stalls and cafes proposed for the adjoining Point Street development site.
What community engagement has occurred to date?
The City of Fremantle conducted community engagement from mid-May to mid-June 2016. During this period, community members were invited to share their experiences of Queen Street, Adelaide Street and Point Street via an interactive online map of the area.
All the information captured through the first stage of engagement will be used to inform the development of the concept design. The concept design will also informed by traffic analysis and modelling and meetings with key stakeholder groups.
Information captured through the first phase of community engagement will inform the draft concept plan to be released for formal community engagement later in 2016.
