Why is this being proposed?
The City of Fremantle is a One Planet Council, with the aim to create a future where it is easy, attractive and affordable for people to lead happy and healthy lives within a fair share of earth's resources.
The aim of the intended determination is to reduce balloon litter (accidental or intentional) and prevent injury to marine and wildlife. Around the world nearly half of all seabirds and approximately a third of sea turtles ingest marine debris. The CSIRO predicts that plastics ingestion in seabirds may reach 95 per cent of all species by 2050, taking into account the steady increase of plastics production.
A determination would allow for provision of authority to enforce and administer fines relating to the release of gas filled balloons from local government property within the City of Fremantle.
