The City is seeking comments on proposed Scheme Amendment No.76 - Holland, High Street and Carrington
At the 8 May 2024 Ordinary Council Meeting, Council resolved to endorse Scheme Amendment No.76 for the purpose of public advertising and community engagement. This amendment relates to the below area:
After revisions made under instruction from the Western Australian Planning Commission (WAPC), the Scheme Amendment is now open for community comment.
In summary, the draft Scheme Amendment No.76 entails the following changes:
Increases the density coding of the lots in the above map from R30 to R160;
Adds the additional discretionary uses of Consulting Rooms, Office and Restaurant/Cafe with conditions to the lots 1, 2 and 3 of the above map;
Requires a vehicle accessway connecting Carrington Street to Holland Street;
Requires a pedestrian accessway connecting Carrington Street to Holland Park; and
Requires communal open space to be provided so as to maintain the north-south spine of existing mature trees.

An in-person Talk to a Planner session will be held at the City Offices on 28 October 2025 from 5pm-6pm in the Council Chambers on the first floor of Walyalup Civic Centre. There is no presentation at this session. It is simply an opportunity to speak to a planner after hours about this amendment. Please RSVP below for staffing purposes.

A hard copy of the submission form can be sent or picked up upon request by emailing planning@fremantle.wa.gov.au.
Hard copies of the draft amendment are also available at the Walyalup Civic Centre, 51 High Street, Fremantle between 8am and 5pm, Monday to Friday.
Submissions close 5.00pm 12 December and must be made on the submission form.
