The Hilton local centre retains its Local Centre zoning (blue on the map above) and low base density (up to R20). A minimum height of two storeys now applies for properties in area 1 shown above, to ensure any redevelopment of commercial sites are consistent with the purpose and location on a key transit route into the city.
The additional planning requirements allow for redevelopment in the local centre areas to be considered at a higher residential density and height (up to approximately 6 storeys) to allow for apartment living above ground floor shops. To achieve the higher density and height, specific requirements such as building setbacks, vehicle access, activated ground floor frontages and minimum open space requirements need to be met.
Additionally height restrictions and building setbacks apply where any proposed development in the centres would adjoin residential property.

The Minister for Planning approved Scheme Amendment 64 (Hilton Local Centre) on 30 September 2016.
