We're proposing to change our local planning policy to require community engagement before a scheme amendment is formally opened for public comment.


Changes adopted

The amendments to LPP 1.3 were adopted by Council on 23 August 2017. You can access the Council minutes here.



Report to Planning Committee on 2 August

The Planning Committee will consider a report on the proposed amendments to the local planning policy on Wednesday 2 August at 6.00 pm. No submissions were received during the public advertising period, and the report recommends that council adopt the amendments to the policy without modification.

What's proposed?

The proposed change to Local Planning Policy 1.3 would introduce a requirement for preliminary community engagement before council adopts a draft scheme amendment for public advertising.

Early engagement would only be required in cases where the proposed scheme amendment would impact a specific location. This could include a zoning or density coding change. It would not be required for minor or basic scheme amendments.

Preliminary community engagement prior to the initiation of a scheme amendment would allow for the community to be informed of, and comment on, a potential scheme amendment before the formal public advertising period. It would also allow council to consider preliminary comments from the community before deciding to initiate a scheme amendment .

The changes have been highlighted in the draft local planning policy 1.3.
