Consultation has concluded.

An amended application was approved by JDAP on 18 October 2018.



A mixed use development has been proposed for the heritage-listed courthouse, warders cottages and police station on Henderson Street . The development includes a restaurant, tavern, retail, and a five storey hotel.


Planning Committee recommends JDAP approve courthouse hotel plans

The proposal to convert Fremantle’s state heritage-listed Police and Courthouse complex into a hotel and restaurant precinct was recommended for conditional approval by the City of Fremantle’s planning committee on 7 March 2018.

The original concept included a six-storey hotel but that was scaled down to five storeys which is the maximum discretionary height permitted under Fremantle’s local planning scheme.

Some of the conditions the planning committee recommended included measures to limit the impact of neighbouring noise on the hotel, the retention of original verandahs and balustrades and a requirement to submit further details of all conservation works for approval before building work starts. The City’s recommendation will now be considered by the South West Joint Development Assessment Panel (JDAP), which has the final say on the proposal, on Monday 19 March at the City of Fremantle office at Fremantle Oval at 9.30 am.


Revised plans to be referred to Planning Committee on 7 March 2018


The applicant has advised they wish to amend their plans. We expect to receive the revised plans for consideration by the Planning Committee in March 2018. This means the City's report to the decision-making authority for this application - the Joint Development Assessment Panel (JDAP) - will be referred to the Planning Committee on 7 March to enable elected members to add their comments.

Everyone who submitted comments on the development application will be invited to the JDAP meeting once the date has been confirmed.
